Job Summary
The Cultural Resources Director will provide the full range of supervisory and administrative duties in support of the Cultural and Natural Resources and Environmental programs within the Tribe. The director will effectively advise, direct, support, and manage multiple programs that fall under the Cultural Resources Department consistent with the established goals, objectives, and policies for these programs, including the implementation of the Cultural Resources Strategic Plan Goals and Objectives for the BIA, the Cultural Resources, Natural Resources, EPA Tribal Environmental, Climate Adaptation Plans and all other Agreements and Grant Programs. The director is responsible for implementing these programs to ensure the attainment of the Department and overall KIC Organizational Goals to meet the Cultural Resources needs of the Ketchikan Indian Community under the guidance of the Deputy Tribal Administrator and the KIC Tribal Council.
Supervises all Cultural Resources Department staff, including evaluation, direction, and discipline/reward. Serves as a vital member of the KIC management team.
Job Duties & Responsibilities
+ Provides community Cultural Resources services and coordinates program activities through multiple annual grant funding requirements. Administrates a plan of operation to determine the time frame, funding limitations, grant requirements, procedures for accomplishing goals & objectives, staffing requirements, and allotment of available resources to various plan stages. These programs will include Natural Resources Management, Environmental Protection, IGAP, Subsistence Management, ANILCA, Sacred and Cultural Site Management, Repatriation of Artifacts, Culture Preservation, and Enhancement of Culture Camp.
+ Monitor activities of Cultural Resources authority personnel to ensure progress on the Cultural Resources Strategic Plan and annual Cultural Resources Plan and Cultural Heritage Plan; responsible for all-natural resource-related activities for the Tribe, including fish and wildlife management, treaty rights protection, salmon recovery, habitat protection, and restoration, water resource management, tribal development, and environmental policy analysis and implementation; and support the KIC Tribal Council in preserving and protecting Cultural and Natural Resources in the tribal traditions and customary use area.
+ The director oversees the identification, preservation, and protection of the cultural resources of the Ketchikan Indian Community. The Director will also oversee the Tribes’ cultural programs to protect historic sites, create cultural media, plan community events, and support cultural revitalization.
+ Responsible for maintaining the KIC Cultural Resources department administrative policies, procedures, and plans. Develop policies and plans for programs and services as needed. Monitors the policy review process and interprets policy and procedures for efficient operations.
+ Administers the approved department operating budget by monitoring expenditures and recommending justifiable changes to the Deputy Tribal Administrator Administers. Coordinates with the Deputy Tribal Administrator in the preparation of the annual budget.
+ Maintain a working relationship with the Deputy Tribal Administrator and Tribal Council Our Way of Life Tribal Council Committee and provide regular updates on all pertinent management and development activities of the Cultural Resources department; make recommendations to the Cultural Resources Committee on issues related matters for three program areas – Cultural Heritage, Subsistence/Food Sovereignty, and Natural Resources and Environmental. Attends the Policy Committee of the Tribal Council when Cultural Resources policies and plans are being reviewed.
+ Cultural Heritage Plan (CHP): Develop, direct, and coordinate activities of the Cultural Heritage Plan (CHP) to ensure that the goals or objectives of the plan are accomplished within the prescribed time frame and funding parameters and following applicable Tribal, State, & Federal laws. Establish a work plan and staffing to outline and assign duties, responsibilities, and scope of authority for each goal & objective to include the following.
+ Administers the Cultural Resources Department and associated programs, budgets, and staff.
+ Is responsible for all Cultural Resources Department grant deliverables, reports, and budgets;
+ Provides technical consultation and evaluates the effectiveness of various programs, policies, and regulations;
+ Develops, updates, and implements a cultural resource needs assessment, as well as cultural resources and cultural heritage plans to meet the cultural resource needs identified in the evaluation and plan consistent with the department mission.
+ Maintains consistent contact with natural resource agencies to monitor the planning and development activities, including those in the scientific field, and to provide consultation on issues, technical assistance, and advice on acceptable solutions. And make recommendations to the Tribal Council and Deputy Tribal Administrator.
+ Pursues, secures, and administers grants, contracts, and other funding to support cultural resources programs, maintains close working relationships with funding agencies, and actively seeks funding to build out projects.
+ Hosts or attends meetings as needed and works with other tribal cultural and natural resources organizations and federal and State agencies to build partnerships and work towards co-management.
+ Performs other duties required to help drive the vision and mission and abide by KIC’s Tribal Values.
+ Directs personnel management for consistency in the programs and services of the KIC Cultural Resources Department. Monitors and approves staff development and training standards. Ensures the personnel policies are followed, interprets policy, and monitors personnel actions for adherence to Tribal policy. Monitors staff evaluation process and annual employee safety programs. Ensure adherence to local, state, or federal standards for employee training, specifically, HIPAA compliance, safety, workplace violence, and preventing sexual harassment.
+ Recruits, selects, orients, trains, coaches, counsels, mentors, and disciplines department staff;
+ Recommends all hiring, promotions, salary increases, merit increases, transfers, discipline, and removal of all department employees per Tribal personnel policy to the Deputy Tribal Administrator.

Minimum Qualifications (Education & Experience)
+ A bachelor's degree in natural resources, anthropology, or public policy
+ Five years (5) of management-level experience in the natural resources.
+ A combination of relevant experience, education, and training may substitute for education and experience requirements on a year-for-year basis.
+ Proof of valid driver's license with acceptable driving record.
Preferred Qualifications (Education & Experience)
+ A master's degree in natural resources, anthropology, or public policy.
+ Experience in anthropology or Tribal Historic Preservation.
+ Experience in community clinic preferred and a strong commitment to multi-disciplinary teamwork.
Necessary Knowledge, Skills, and Abilities
+ Knowledge of working with governmental agencies and Tribal governments and communities is required.
+ Knowledge of principles of administrative management, including budgeting techniques and office procedures, including the ability to effectively enter data and manage online payroll software and reporting;
+ Must have an intimate familiarity with the land and natural resource management agencies having jurisdiction in Alaska, including USFS, NPS, BLM, USFWS, ADF&G, and Federal Subsistence.
+ Knowledge of NAGPRA, Alaska Region Cultural Resources Protection and Response Plan, Natural Resources and Environmental laws, regulations and requirements, and current subsistence/sovereignty policies and legislation;
+ Must have extensive knowledge of the principles and theories as well as current policies, laws, and regulations that apply to the protection, conservation, management,
+ Must be able to assess the impacts of development activities on critical cultural resources.
+ Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations.
+ Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants.
+ Skills in operating personal computers using a variety of computer software.
+ Ability to establish and maintain cooperative working relationships with management, coworkers, and outside contacts.
+ Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.).
+ Ability to learn and apply program/agency operating policies and procedures.
+ Ability to manage multiple priorities and tasks concurrently and meet deadlines.
