The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
Systems Planning and Analysis has an immediate need for a CWMD Technical Analyst to provide on-site support in Lorton, VA.
ResponsibilitiesProvide critical decision and analytic support to the Counter WMD Technologies Department (CX) within the Defense Threat Reduction Agency (DTRA) for analysis, assessment, and recommendation to decision-makers regarding development, configuration, and deployment of tools and systems that model tactics and weapons phenomenologies to counter WMD and counter threat networks. Guide and assist in assessment of weapon tests to ensure needed data is provided for phenomenology modeling and validation. Assist in overseeing the software development of the Integrated Munitions Effects Assessment (IMEA) tool which predicts weapon effects, supporting weaponeers and analysts to determine the number of weapons and associated aimpoints needed to achieve a commander’s objectives. Perform market research for advances in methods, materials, and applications that may be relevant to weapon effects prediction and tactics. Advise software development contractors regarding IMEA development and deployment configurations in cooperation with other DoD organizations with complementary capabilities. Evaluate deliverable functionality and materials in cooperation with operational users of IMEA. Develop knowledge regarding a range of disciplines such as physics, engineering, statistics, computer science, and information technology that may impact concepts, development, production, distribution, and use of weapon effects tools and tests. Interpret results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining. Design, develop, and implement technical solutions in support of concurrent analyses.

QualificationsRequired:
Bachelor's degree in physics, engineering, applied mathematics, operations research, or systems engineering3+ years of of non-academic experience; demonstrated and proven success in applied engineering or other scientific or technical disciplineExcellent personal initiative, professional savviness, and interpersonal communication skillsExperience with and understanding of DoD operational testing and evaluation, weaponeering, targeting, and associated targeting planning community and mission spaceAbility to effectively coordinate and liaise with broad and diverse stakeholders from R&D, military services, combatant commands, operational end-users, and performers/developersAbility to translate requirements and observations into clearly defined written products (briefings, reports, White Papers) in short timeframesSkilled in using personal computer and standard office automation systems (e.g. MS Office, MS Project)Active DoD Secret Clearance with ability to obtain and maintain TS/SCIDesired:
