Responsibilities Program Description: The program provides Systems Engineering and Technical Assistance (SETA) support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer. The contracts support functions are: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support. Position Description: The Cyber Systems Engineer Project Management Technical Support provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to: Work collaboratively with a small team of project manager’s and developers to ensure successful implementation of Splunk Collaborate with stakeholders and developers to ensure Splunk requirements are understood and being met Work with customer to develop and implement data management and data quality policies and processes Provide assessments to the customer on the cybersecurity contractor’s program performance. Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance Assist in the development of execution reviews, acquisition roadmaps and transition plans Develop briefings and artifacts for acquisition Readiness Reviews Provide technical recaps of customer meetings with cyber security contractors Work closely with the customer Lead and stakeholders to execute contracts Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities. Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current. Assesses contractor performance using evaluation criteria and technical performance measures Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements Assist in the development of technical requirements Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps Develops strategies to comply with privacy and risk management requirements. Qualifications Required Qualifications: 12 to 15 years with BS or 10 to 13 years with MS or 8 to 10 years with PhD. Must possess and be able to maintain a TS/SCI with Poly Able to support customer’s core hours (0900-1500; Mon – Fri) DoD 8570 certification in IAT or IAM Proficiency in data modeling, database design Knowledge of data integration, transformation, and migration tools and techniques Familiarity with data quality, security, and governance principles and practices Experience with data warehouse, data lake, or data mart architectures and technologies Ability to use data analysis, reporting, and visualization tools and software Understanding of DoD/IC data retention policies Experience supporting project management and acquisitions Experience with customer’s Cybersecurity Processes and tools/capabilities to include Splunk Experience in requirements analysis Strong attention to detail Ability to work in a team environment Hands-on working knowledge of Excel and other database applications Excellent oral and written communications skills Ability to support Group Level GPOCs Desired Qualifications: Bachelors of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP) Self-starter requiring limited direction and supervision Experience briefing senior customer personnel Ability to organize and prioritize numerous customer requests in a fast-paced deadline driven environment Familiarity with the RMF process Experience supporting IC or DoD in the Cyber Security Domain Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint EEO Statement EEO Arcfield proactively fulfills its role as an equal opportunity employer.
