Cybersecurity Analyst
Summary This position is located in the Office of Information and Technology (OIT) within the Office of Information Security Policy and Strategy, Information Security Risk management (ISRM). ISRM oversees and directs Department-wide information security compliance requirements. The primary purpose of this position is to provide oversight of IT security processes that support the direction of compliance requirements. Responsibilities OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. Advises and supports all automated and technical capabilities deployed for compliance purposes as well as supports all business and administrative practices to ensure accurate information security compliance and reporting. Is responsible for managing teams that develop technical solutions to ensure information security compliance, requirements, and standards are deployed across the agency. Reviews project requirements, identifies deficiencies, and recommends solutions to solve complex policy and compliance issues. As a project level manager, will provide oversight and managerial responsibility for IT security projects that are assigned. Performs risk analysis (e.g., threat, vulnerability, and probability of occurrence) whenever an application or system undergoes a major change. Duties may require lifting and carrying computer equipment such as monitors, printers, and laptops. This is a Non Bargaining Unit position Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: The ability to manage and identify high-level program technical specifications, which should include cloud computing strategy. Expert in planning, implementing, and/or operating network services/systems, to include hardware and virtual environments. Experienced in developing and analyzing the integration, testing, operations, and maintenance of systems security. Prepare, perform, and manage the security aspects of implementing and operating system(s). Diligent in analyzing the security of new or existing computer applications, software, or specialized utility programs and delivering actionable results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
