**Where you’ll work:**
This is an onsite opportunity where you will report to the customer location in Port Hueneme, CA.
**An average day:**
As Cybersecurity Lead, you will provide strategic direction and oversight of all cybersecurity initiatives within the program. You will be involved with coordinating across cross-functional teams, implementing best practices to protect systems and data, and ensuring compliance with organizational and regulatory requirements. In this position you will:
+ Oversee the full lifecycle of incident response, including management of unclassified and classified networks, stakeholder coordination, and workforce education.
+ Conduct continuous network monitoring utilizing tools such as Splunk, RedSeal, and other enterprise solutions to identify vulnerabilities and support risk-based decision making.
+ Manage the media transfer agent (MTA) program by processing qualification requests, performing physical inspections, and enforcing strict compliance standards across various lab environments.
+ Provide regular cybersecurity training and awareness programs in both in-person and virtual formats, ensuring the command’s workforce remains informed of evolving threats.
+ Coordinate and administer the Cyber Workforce (CWF) program by developing local policies and procedures, ensuring workforce compliance, and managing baseline and annual qualification requirements.
+ Maintain accurate workforce status records in repositories such as Total Workforce Management System (TWMS), Waypoints, or future enterprise solutions, and provide ongoing status reports to leadership.
+ Collaborate with cross-functional stakeholders to strengthen cybersecurity readiness.
+ Lead the Risk Management Framework (RMF) Assessment and Authorization (A&A) process for multiple networks, ensuring compliance with DoD, DoN, and NAVSEA policies and procedures.
+ Provide project management support for RMF efforts, including schedule and resource management, to deliver A&A products on time and within budget.
+ Interface with Navy and NAVSEA authorizing officials, Security Control Assessors, and program offices to facilitate system accreditation and maintain ongoing authorization.
+ Implement, evaluate, and refine security controls, leveraging relevant directives to enhance overall system security posture.
+ Drive risk-based decisions by analyzing data from network monitoring, security assessments, and audit findings, ensuring proactive threat mitigation.
+ Establish continuous improvement strategies to advance the command’s cybersecurity capabilities, aligning with emerging technologies and organizational objectives.
+ Ensure compliance with Inspector General and Command Cyber Readiness Inspection criteria, regularly reviewing systems and processes for potential gaps.
+ Oversee related mission requirements within cyber defense, cyber workforce, and RMF, adapting program objectives as threats and technologies evolve.
**Basic Qualifications:**
+ As a requirement of this position, all candidates must be a U.S. Citizen. In accordance with 8 U.S.C. 1324b(a)(2)(C) , Epsilon will not consider candidates for this position who do not meet the aforementioned conditions.
+ Minimum five years of experience with the DoD and DoN Cybersecurity Authorization & Accreditation processes, tools, policies and procedures (to include RMF and eMASS
+ Minimum five years of cybersecurity system auditing and monitoring experience, including Inspector General inspections, Command Cyber Readiness Inspection criteria, and management of incident response, network monitoring, and information system audits.
+ Five years of experience managing a team of cybersecurity professionals with a focus on information system governance and authorization, demonstrating strong leadership and team-building skills.
+ Minimum three years’ experience as a project manager with demonstrated capability to deliver products on schedule, within budget, and of the required quality.
+ Must hold a IAT Level II certification CompTIA Security + Ce is the preferred certification
+ Must hold a Project Management Professional (PMP) Certification
+ Experience managing incident response, network monitoring, and information system audits.
+ Experience managing cyber workforce qualifications to comply with relevant policy, including the development and execution of workforce training and baseline qualification requirements.
**Preferred Qualifications:**
+ Experience with Naval Sea Systems Command (NAVSEA) implementation of the RMF process, ensuring adherence to policy documents and collaboration with official stakeholders.
+ Experience working across organizational and cultural boundaries, building coalitions, and overcoming challenges to satisfy mission requirements.
+ Experience authorizing cloud services resulting in authority to operate from the Navy authorizing official.
+ Proficiency with the Navy’s ACAS system and VRAM, interpreting scan reports and remediating identified vulnerabilities to maintain a secure network environment.
**Other:**
+ Must have an active Interim Secret or Secret Clearance
+ May be required to perform duties outside of standard hours of operation in order to support mission requirements, including planned and unplanned maintenance, troubleshooting, repair and upgrades.
+ Occasional Travel to other facility locations may be required
