CYP Training and Curriculum Specialist
Summary The incumbent assists the CYP Training Specialist in role modeling, mentoring, coordinating and providing training; observing for successful implementation of training; assessing development of children and youth by direct observation; and providing services that lead to obtaining and/or maintaining accreditation by National Association for the Education of Young Children (NAEYC), Council on Accreditation (COA), or National Association for Family Child Care (NAFCC) Responsibilities Training Assists in the development of a CYP training plan and assists with identifying and addressing training need. Assist with orientation training for new CYP employees and CDH provides. Assists in execution of Standardized Module Training and completion of orientation, initial, an ongoing annual training. Assist in maintaining training records and individual training plans and preparing training status reports. Assists in ensuring completion and documentation of required monthly training. Works with CYP Program Assistants to ensure modules are completed. Encourages and supports of continuing higher education of employees and providers. Provides information about the Child Development Associate (CDA), the Military School-Age Credential (MSA), and higher-level opportunities. Mentor's employees in this effort. Classroom/Program Support Assists in supporting and implementing the required Navy curriculum to be used by CYP (i.e., supports implementation and execution of the Navy standardized curriculum within the Child Development Center (CDC), including assisting CY Program Assistants and Leaders by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed). Assists in ensuring the quality and consistency of developmental programming to include environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans. Assists in coordinating programming that supports the children and youth's physical, social/emotional, cognitive and language development regardless of setting or length of time in care. Completes monthly classroom observations and assists in providing feedback. Role models appropriate behaviors and techniques working with children and youth. Assist in selecting developmentally appropriate toys, materials, and equipment. Helps to maintain a resource file library to aid in preparing lesson plans and activity schedules and to assist with training objectives. Compliance Assists with the provision of training to employees to ensure classroom compliance with fire, safety, and sanitation rules and regulations. Additional Responsibilities In the absence of the CYP Training Specialist, incumbent may assume Training Specialist responsibilities and perform duties and requirements of the position under the guidance of the CYP Director with Oversight. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Requirements Conditions of Employment Qualifications Combination of education and specialized experience working with children or youth. Knowledge, skill, and ability to independently manage a developmentally appropriate program for the age groups served. Knowledge and background of child and youth programs including principles, practices and techniques of child and youth development. Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect. Knowledge of the NAEYC, COA and NAFCC accreditation criteria and process, the required programs of the BGCA, 4-H, and the skills and knowledge to implement the Department of Defense (DoD) certification standards. Skill in planning, organizing, and implementing programs. Skill to develop curriculum outlines, courses of study lesson plans/guides, and to conduct training workshops. Ability to provide guidance and leadership. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Education A Child Development Associate (CDA) credential, Military School Age (MSA) credential or equivalent AND 3 years of experience where the incumbent displays knowledge of a competency in developmentally appropriate programming. OR 2-year degree in Early Childhood Education (ECE), Child Development or related field of study, which can include Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, Psychology, Social Work, Home Economics with an emphasis in Human Development or other degrees as appropriate AND 2 years of full-time experience working with children or youth. OR 4 year degree in the above fields of study AND a minimum of 1 year of experience working with children or youth Additional Information Executive Order 12564 requires a Federal workplace free of illegal drugs. According to the Executive Order, all Federal employees are required to remain drug free throughout their employment. Commander, Navy Installations Command is a Drug-Free Federal Workplace. The use of illegal drugs will not be tolerated, and use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service. Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
