Summary This position is located at Child Development Center, Sagamihara, Japan. This announcement may be used to fill additional vacancies throughout the program. Responsibilities Majority of assignments are performed independently with technical assistance from the CYS Coordinator when required. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards. Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards. Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science. OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to the basic requirements stated above candidate must possess the following: 1.12 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills. 5. Ability to present ideas and proposals to a variety of audiences. Applicants with experience in the following areas may be considered Highly Preferred and sent to management first for consideration. Highly Preferred candidates will possess at least one of the following: Two years Army CDC Facility Director experience within the last five years. This experience must be clearly defined on your resume. Education Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Foreign Overseas Allowances Foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
