Responsibilities Serves as HODA Program Manager and primary subject matter expert for Army CYS Outreach Services (OS) Program. Develops and revises regulatory and policy directives, plans, and operational materials for Army-wide implementation of OS programs and assigned areas, e.g., CYS Deployment Support Services, Parent Liaison Services, Community Partnerships, Army Community Service and Chaplain Liaison. Provides technical assistance, policy interpretation and consultation through guidance materials, training workshops, on-site visits, inspections and verbal and written communication. Represents the Army on Garrison Outreach Services and other related CYS issues, e.g., fees, Central Enrollment Registration, Special Needs Resource Team. Conducts / coordinates Army CYS marketing plan, needs assessment, and patron surveys and analyzes results. Collaborates with CYS technology/web site committee information/materials for the internal and external CYS webpages. Serves as a member of the Army Child and Youth Evaluation Team to assess installation program effectiveness and compliance with Public Laws, DoD Instructions, and Army policies. Develops contract specifications for program materials and serves as government contract representative for multiple ongoing contracts. Prepares information papers, reports, surveys, and briefings for Army staff, DoD, Region, and installation as required. Functions as project officer for designated CYS initiatives. Functions as Team Leader/Program Advisor for Garrison OS counterparts at Region/installation level. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. 1. Successful completion of a 4 year course of study in an accredited college or university leading to a degree with a major course of study in early childhood development / youth development / family studies / education / or closely related field. 2. Or, a combination of education and experience--courses equivalent to a major in a field (24 hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. 3. In addition, candidate must possess: 1. At least 36 months working in child and/or youth programs in military and/or private sector child and youth programs/systems. 2. Knowledge of military lifestyle and ability to work with diverse community groups. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Ability to communicate effectively orally and in writing in English. Education All candidates (to include current employees) are required to include transcripts with their application package.
