Dashboards/ Power Business Intelligence (BI) Expert (C80-2024-21518)
Bowhead seeks a Dashboards/ Power Business Intelligence (BI) Expert to build out tools for the command in support of NEPS and BFMC.
ResponsibilitiesJob duties to include but not limited to:
Serve as BFMC representative on Warfare Center Enterprise Data Warehouse (EDW) working group to leverage existing Dashboard and BI capabilities and features.Serve as BFMC member on NEPS Advisory Group (NAG) to gain insight into aggregate planning data required to manage and monitor execution and adherence to NAVSEA key performance indicators (KPIs) in various dashboard and BI tools.Identify, evaluate, and deploy any additional Dashboard or BI tools and/or features required (augmenting EDW), either Government proprietary or open source application software, that will be used to collect, process, analyze, sort, filter, and report large quantities of data from internal and external systems, for the purpose of transforming raw data into useful information for business purposes. Produce and manage three types of Dashboards:Strategic - focus on providing the key performance indicators (KPIs) in an easily consumable and quick-to-understand visual. These at-a-glance dashboards rely on consistency and clarity. The users look for immediate answers rather than digging deeper into the data. Key design features: displaying KPIs, showing goal progression, visualizing trends, omitting drill-downs.Operational - shows work progression for stakeholders. Dashboards will show the current state of an organization, appropriation, and/or product line and identify problems. Operational dashboards typically do not provide deep data insights. Key design features: inserting comparison visualizers, using line graphs, applying limited drill-downs.Analytical - lets the user explore the data in as many ways as possible. This dashboard type does not use specific data points or large summaries. Instead, this dynamic dashboard enables users to explore their data through filters and comparisons to uncover meaningful insights. Key design features: focusing on grids, emphasizing flexibility, adding forecasting tools, implementing drill-downs.Develop or refine NAVSEA dashboard solution for managing, monitoring, and reporting adherence to annual Office of the Secretary of Defense (OSD) Obligation and Expenditure goals (benchmarks), based on provided requirements.Develop and deploy a dashboard solution to monitor and track NAVSEA’s adherence to the Government Accounting Office (GAO) audit requirements, based on provided requirements.Develop and deploy a dashboard solution to track NAVSEA Enterprise-Wide Program Objective Memorandum (POM) response impacts on sponsor budget reductions across the command. Qualifications Must be a United States citizen.Must possess or qualify for an active DOD Secret security clearanceNAVSEA, Warfare Center, or Navy experience.Naval Surface or Undersea Warfare budgeting and task negotiation experience preferable, with insight into Working Capital Fund and General Fund financial operations.Familiarity with various Navy appropriations and how they relate to program planning including: Operation and Maintenance (O&M), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN), Other Procurement (OPN), Weapons Procurement (WPN).Bachelor’s degree in engineering, operations management or business management, data analytics, computer science, or a related field with 4 years of relevant experience, or the equivalent practical experience.Desired Navy certifications: Defense Acquisition Workforce Improvement Act (DAWIA) certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, Certified Defense Financial Manager (CDFM) also a plus.Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for a variety of audiences.Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.Strong background in requirements development and data analytics, including proficiency in statistical analysis, data visualization, and advanced analytic techniques in a DOD setting.Ability to extract meaningful insights from complex datasets and present them in a clear and concise manner.Proficiency in leveraging data to support decision-making processes and drive operational improvements.Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment:NAVSEA Enterprise Planning System (NEPS) production, testing, and development instancesNavy Enterprise Resource Planning (N-ERP)Warfare Center Enterprise Data Warehouse (EDW)Program Budget Information System (PBIS)Standard Procurement System (SPS)ADVANA/JUPITER COBRA Specialized experience using Microsoft Office Suite (Excel, PowerPoint, Word, Publisher, Visio, and Teams), Microsoft 365, Power Apps/Power BI, Adobe Pro.Experience using Survey Monkey online tool, Qlik and/or Tableau.Ability to travel reasonable distances (up to 100 miles one-way) to meet with customers or other company personnel in the execution of job functions
Target salary range is $100,000 - $150,000 commensurate with experience
