Description
Data Analyst
Under the supervision of the Policy Director, the Data Analyst is responsible for program reporting activities, including quality management measures. The primary activities of this position are data management, analysis, and visualization assistance for Civil Rights, Inclusion and Opportunity Department programs and initiatives. A significant amount of time will be spent managing and visualizing equity-related data and collaboratively streamlining data collection and reporting processes. The Data Analyst is also responsible for data sharing with other City agencies to support program evaluation and performance. As a member of the Policy and Data Team, the Data Analyst develops and provides reports and recommendations to department leaders on program performance. The employee also participates in the selection of performance measures and quality improvement projects. The Data Analyst will provide technical support to department divisions.
Examples of Duties
Data Management and Reporting
+ Ensure the availability of accurate, complete, and timely data.
+ Maintain existing departmental data collection and reporting processes.
+ Develop processes for tracking outreach- and event-related data.
+ Work with a range of internal and external team members to assess data needs.
+ Analyze and visualize the impact of the Civil Rights, Inclusion, and Opportunity Department's work and policy solutions.
+ Collaborate with Policy and Data Team to quickly and creatively resolve data-related problems as they arise.
+ Design reports and maintain data to:
+ Track program performance for internal and external stakeholders;
+ Develop fact sheets and other data products; and
+ Identify opportunities for more efficient process and techniques
Quality Management
+ Maintain data to track progress on performance measures and improvement projects. Training and Technical Assistance
+ Provide technical support and occasional training to staff, ensuring adherence to data collection and entry standards.
+ Recommend best practices for data collection, storage, and management.
+ Serve as a point of contact for staff on data matters.

Minimum Qualifications
QUALIFICATIONS:
Bachelor's Degree in Data Quality Management or related field of study or two (2) years of experience in data quality management.
Preferred:
+ Bachelor’s degree in Political Science, Sociology, Economics, Public Policy, Computer Science, Statistics, or related field or two (2) years of experience in data quality management.
+ Proficient in Excel and data visualization.
+ Ability to explain the connection between data and policy to diverse audiences.
+ Ability to multi-task, reshape priorities on short notice, and adapt as required.
+ Organized and detail-oriented.
+ Strong sense of service to Detroit residents.
+ Data experience in government.
+ Experience working with Tableau and collaborative data tools like Smartsheet.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
