The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Administration for Children’s Services (ACS) Office of Child and Family Health (OCFH) delivers direct medical services to children entering foster care and ensures that the health care provided is comprehensive and appropriate. The Office of Child and Family Health also offers individualized case consultations and training to ACS staff and foster care agencies on a variety of health-related topics and provides clinical expertise in developing medical and mental health policies that support best case practice agency-wide. OCFH is comprised of the following units: Medical Review and Monitoring Unit (MRAM), Children with Special and Exceptional Needs (CSEN) Unit, the Developmental Disabilities Unit (DDU), Psychiatry and Behavioral Health Unit (PBHU), Mental Health Coordination Unit (MHCU), Pre-Placement Medical Services Unit and the Health Policy and Planning Unit (HPPU).
The newly formed Data and Systems Unit within the Office of Child and Family Health is responsible for managing the data needs for all units, developing, and maintaining databases, running reports when requested, identifying and troubleshooting system issues and training staff as needed to utilize these systems.
Under the supervision of the Chief Operating Officer (COO) for OCFH and the direction of the ACS Chief Medical Officer (CMO), duties and responsibilities of the Data Analyst (DA) will include but not be limited to:
- Design and maintain databases, data systems, and applications (Apps) using Microsoft platforms (low code/no code solutions) for all Office of Child and Family Health Units with an identified need
- Provide data support for quality assurance processes and developing reports across all Office of OCFH Units
- Organize and analyzing data for all units to present to OCFH Leadership
- Act as the point person for OCFH with vendors on current IT solutions to support OCFH Units and ensure that program needs are being met
- Assist OCFH staff with accessing and using OCFS-Connections CNNX, PSYCKES Database, eMedNY, the Welfare Management Systems (WMS) and other City/State databases to verify and compare medical, psychiatric, and other data
- Train OCFH Staff on the use of low code/no code database solutions and other system needs
- Act as Principal OCFH liaison to ACS Office of Information Technologies (OIT) to monitor OCFH current projects and future requests within their governance process, reporting any issues to the COO
- Act as a backup for the Medicaid Systems Liaison in performing case data review and data entry functions in OCFS Connections (CNNX); NYS Welfare Management System (WMS) and eMedNY, when needed
- Other duties as assigned

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
