The Carter Center's Global Behavioral Health Program is seeking temporary staff to support the refinement of a dashboard aimed at informing decision-making and analysis for various user audiences in Liberia, including national and county government entities, facility managers, and other mental health stakeholders. The dashboard will serve as a model and be adapted for countries where GBH is currently expanding such as Uganda, Sierra Leone, and Nigeria.

 

JOB DESCRIPTION:

Creates and maintains a data dictionary and meta data.Supports efforts to ensure that data standards are developed and maintained.Ensures that the uses of data through reports and queries are accurate.Supports business and system re-engineering and architecture development to define future data needs.Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs.Performs other related duties as required.

ADDITIONAL RESPONSIBILITIES:

Technical Support: Provide technical support for the implementation of the dashboard, ensuring smooth integration and functionality.Design Implementation: Collaborate with the Mental Health Program (MHP) to ensure that the design and layout meet the specified expectations.Progress Tracking and Communication: Meet weekly dashboard progress goals and effectively communicate progress during weekly meetings with stakeholders.Stakeholder Feedback: Implement feedback from ministry officials, MHP, and other stakeholders to continuously improve the dashboard.Data Automation: Automate the integration of data sources into the dashboard to ensure its long-term sustainability.Data Management: Efficiently clean and manipulate data for input into the dashboard software, ensuring data accuracy and reliability.Dummy Data Creation: For design concepts lacking supporting data, produce and manipulate dummy data for demonstration purposes.

MINIMUM QUALIFICATIONS:

A bachelor's degree and one year of experience in data analysis, statistics, or a related field, OR an equivalent combination of education, training, and experience.

PREFERRED QUALIFICATIONS:

Master’s or Doctoral Degree in Computer Science, Software Engineering, Data Analysis, or other relevant fields.Advanced proficiency in Power BI, including building dashboards.Experience performing Data Analysis with common tools such as Python, R, SAS, and others.Strong project management skills to manage timelines, deliverables, and coordinate with different stakeholders in an agile development environment.Excellent written and verbal communication skills to explain technical concepts to both technical and non-technical users and stakeholders.Experience with navigating data accessibility in resource limited settings. Experience working with INGOs, development organizations, global think tanks, government agencies, civil society organizations, and/or foundations.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs.  Schedule is based on agreed upon guidelines.  All non-exempt employees must reside within the state of Georgia. The Carter Center reserves the right to change remote work status with notice to employee.
