Job Description: Assists with public health systems and devices, including COVID-19 components, analysis and improvements following a gap analysis/assessment provided by Federal partners. This position will evaluate the current application and replacement process for COVID device replacement, as well as software for infectious diseases and public health laboratories. Responsibilities: · Understands current and future software and hardware needs in the public health systems, infectious disease programs, and public health laboratories, including COVID-19 components. Implement short and/or long-term goals for data strategy enterprise approach to implementation of modernization activities. • Assists data modernization efforts across all infectious diseases and conditions, including COVID-19, for ensuring system operations and devices distributions are completed. • Documents software and hardware assets used by staff who perform COVID-19 work, accesses the Division's device inventory capability, and work with Bureau of Information Services in the Department to oversee the software and hardware deployment. • Works with the DMI Director to document existing health information technology systems and procedures for improving efficiency of operating situations and coordinates overall implementation, including COVID-19 components. • Works with the DMI Director and a selected vendor to document workforce, data, and health information system needs and opportunities, including data exchange and information systems supporting epidemiology and laboratory, and identify opportunities for modernization and improved interoperability, including across Public Health programs. • Participates in conversations related to IT and Informatics Infrastructure used to support epidemiology and laboratory work in the jurisdiction that includes forward looking use of scalable, sustainable shared services and cloud-infrastructure. • Identifies technical resources and provides access to training, including COVID-19 components, to supporting data, and health information system modernization. • Performs other related duties as required, including COVID-19 components. Education: Master's degree from a recognized college or university with at least 15 credit hours in the field of Computer Science, Information Systems or related fields. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Four years' experience in systems analysis, broad-based knowledge of business environments, preferably in a field or occupation related to data management, IT workforce development. Each additional year of approved work experience may be substituted for one year of required formal education. License/Certification: Valid driver's license, if necessary for travel throughout the State. LICENSE/CERTIFICATION: Valid driver's license and/or access to transportation for statewide travel. SPECIAL QUALIFICATIONS: • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of Information with attention to detail and accuracy. • Experience working in an Agile development team, with in-depth experience in data analysis, and superior technical documentation skills. • Knowledge of workforce and training development.
