The Data Scientist is constantly showing and pushing the boundary of how healthcare’s most important questions and problems can be answered using data. The Data Scientist uses everything at his or her disposal, starting with large data sets and varied types of structured and unstructured data and applying a range of techniques including statistical, machine learning, and natural language processing, to discover, explore, and uncover, patterns and insights and distill them into readily consumable formats and visualizations for all audiences.The Data Scientist is responsible for doing whatever is necessary to turn data into actionable, data-driven insights that enhance the delivery of clinical care, health equity and health justice. The Data Scientist will work closely with the Data Ecosystem and randomized control trial teams, FQHC stakeholders, and researchers, while employing a robust knowledge of healthcare, to deliver the right solution. The Data Scientist performs experiments and conduct learning to identify the best algorithms and solutions. The Data Scientist is conscious of advancing the data science maturity and defining and showing how data science supports MSM’s overall mission and vision. Data Scientist is a valued contributor to the NCPCR and plays the critical role in executing data science projects independently. They execute high-quality solutions in an established problem space. The Data Scientist holds team-level and project-level Minimum Qualifications Qualifications:

Have at least two years of specialized experience including the following:

using data science methods and tools to plan and conduct evaluation and/or research using public health data systems; preparing reports that include discussion of issues related to science methodology or practice implications for public health surveillance and programmatic efforts; analyzing study or project implementation procedures for improvement A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position; Collaboration / Partnering Needs Assessment Public Health Knowledge



Education and Experience Master’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences, epidemiology, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Minimum of (2) two years of specialized experience to include the following experience: using data science methods and tools to plan and conduct evaluation and/or research using public health data systems; preparing reports that include discussion of issues related to science methodology or practice implications for public health surveillance and programmatic efforts; and analyzing study or project implementation procedures for improvement. Other experience required for this position include collecting, linking, processing, classifying, and analyzing public health programmatic, surveillance, research, and/or administrative health data. Minimum of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field that is related to the duties of this position; specialized experience with federally qualified heath center (FQHC) electronic Health records (EHR), Relational Database Management Systems (RDBMS) and experience with REDCap survey design and implementation. Description of Job Duty Essential Job Functions Design, Create, and Maintain a relational database Fluent in Structured Query Language (SQL Understand Microsoft SQL Server, and its associated functions (such as, but not limited to, SSIS packages, organized SQL script repositories, etc.) Work efficiently as part of a Data Science Team Support the development of proposals and projects that align with programmatic, research, and policy goals for data science research and programmatic projects, defining the scope and intent of the projects, the data to be used, the analytic approaches and methods, technology resource requirements, timelines and significant milestones, and intended outputs Participate with scientists and program consultants both in various aspects of the project or study design process, including conducting a search or review of the existing literature and data in a scientific area, and prepare and/or present summaries for a variety of purposes, design questionnaires and other data collection instruments Consult on, monitor, and measure the outcomes of public health interventions through studies which evaluate the effectiveness of project activities in meeting the needs of program participants Support the preparation of scientific articles, technical reports, programmatic resources, and data files for publication or other public dissemination and translation Data Analysis and Interpretation Perform sophisticated data analytics (encompassing data mining, data ingestion and transformation/standardization, inferential statistical analysis, and predictive analytics, for example) on structured and unstructured data. Experience with designing, managing, and conducting analysis with REDCap. Fluent in R (preferred) or Python. Identify actionable insights from various (or multiple) sources of data that measurably improve outcomes or reduce risk. Provide analytical consulting and thought leadership to various areas and fosters strategic and positive relationship with internal and external partners. Co-design the optimal solutions to solve the complex data problems with advanced data science capabilities. Manage engagement in various analytics initiatives across the team, lead junior teammates, and partner with cross-functional teams. Exercise sound judgment and foster risk management culture throughout design, development, and deployment practices; partners with cross-functional teams to coordinate rules on data usage, data governance and analytics capabilities; help with overall risk management for the team. Immunization Requirements It is MSM’s Immunization policy that all Prospective Employees are required to provide proof that they are vaccinated against COVID-19 prior to commencement of employment. If employment will commence during Flu Season, MSM requires all individuals to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless granted an exemption.
