The Data Scientist assists safety, compliance, and plan examination teams within the bureau of enforcement with data compilation, analysis, manipulation, and reporting in order to address complex business problems. This position requires strong analytical skills and experience in analytic methods.
Job Duties:
Under supervision, performs economic and fiscal research and studies, and analytic work, for the Department's enforcement efforts with latitude for independent or unreviewed action or decision:
- Conducts research regarding business needs and public safety protocols to determine the number of required inspections for the bureau of enforcement and the associated fiscal impact.
- Uses programing and coding languages such as SQL, R, or Python to perform data analysis on inspection productivity, violation, Stop Work Order, Vacate Order, and Emergency Declaration issuance, plan examinations, application submissions, permit filings, complaint records, risk assessment, public safety, and incident occurrence.
- Uses data tools such as Shiny, Dash, or ArcGIS to translate & develop real-time business intelligence reports, dashboards, surveys, and visualizations for the subject areas listed above for both use by in-field personnel, and for presentation to senior staff.
- Uses knowledge of SQL, R, and Python languages to research and investigate data issues, and develops a deep understanding of the relationship between business processes, systems, and the underlying data, and in order to proposes changes to improve processes and outcomes.
- Performs data cleaning & validation in order to ensure the bureau of Enforcement's compliance with agency policies and procedures for data collection and record maintenance.
- Assist in the management of administrative functions for the bureau of Enforcement's units.
- Serves as a technical resource for the bureau of Enforcement for special projects and technology initiatives by building & deploying data products & tools. Manipulates and evaluates surveys, data, and reports for process improvement purposes.

REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
