Summary This position is in Region 3, Superfund and Emergency Management Division, Program Support and Cost Recovery Branch, Program Support Section. About Region 3: EPA Region 3 (Mid-Atlantic) | US EPA This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve a data scientist for records, information, and data management and provide administrative and technical oversight. Analyze current and future programmatic trends, changes, and relationships, and recommend actions. Develop pilots and prototypes to address mission data needs. Serve as a Contracting Officer’s Representative (COR). You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Requirements Conditions of Employment You must be a U.S. citizen. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as designing, developing, and maintaining databases; using information systems and software applications to analyze and manage data sets; and preparing and delivering briefings, reports, and/or presentations. Your application package will be used to evaluate your competencies in the following areas: Skill in applying analytical and evaluative techniques to identify, analyze, and resolve a range of problems. Knowledge of contract administration and post-award procedures. Knowledge of data analytics and visualization tools. Knowledge of machine learning, predictive analysis, prescriptive analysis, and optimization. Skill in technical and analytical writing. Knowledge of standards and requirements for competition to prepare statements of work and justifications. Ability to administer post-award procedures and advise Contractor Officer on performance. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in mathematics, statistics, computer science, data science, or field directly related to the position; OR a combination of education and experience with courses equivalent to a major field of study (30 semester hours), as listed.
