Job Description
ONLY CANDIDATES WHO ARE PERMANENT ASSOCIATE CONTRACT SPECIALIST OR WHO ARE ELIGIBLE FOR APPOINTMENT FROM THE OPEN COMPETITIVE OR PROMOTIONAL ASSOCIATE CONTRACT SPECIALIST LIST WILL BE CONSIDERED FOR THIS POSITION.
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Specialist would offer day to day support to the Director. Specifically, the Analyst will: serve as a key liaison to the IT unit related to the design, modifications and maintenance of operational information systems; obtain knowledge of the business rules and process flows of the PASSPort contract system, Electronic Monitoring System (EMS) and Participant Tracking System (PTS) for programs under the portfolio and develop and construct evaluation instruments by analyzing the program objectives, researching alternative evaluation formats and pretesting designs and revisions where possible, in order to measure the performance of agency programs and services. The Specialist will conduct evaluation, monitoring and data analysis related to DYCD initiatives and development of new policies; research best practices and use quantitative and qualitative analyses to inform the creation of new policies, programs and practices; synthesize complex information into presentations and reports for various audiences; manage written, visual and digital communications for all CSBG-funded programs; develop marketing materials and social media messages. The Specialist will represent the work unit at meetings and work collaboratively across all DYCD community development, workforce, and youth programs as well as with outside stakeholders including intergovernmental partners, community-based organizations, and private sector and foundation partners. Perform field work in all five boroughs to ensure vendor compliance with all applicable contract requirements and program performance standards.
- Become proficient and provide training as needed to CBOs on DYCD’s web-based program management systems as well as DYCD’s protocols. Liaise internally as well as with assigned third party vendors to schedule relevant trainings for staff and CBO personnel.
- Analyze and evaluate program data in DYCD’s web-based program management systems, contract performance reports as well as agency audits and fiscal documents to ensure contract compliance.
- Provide technical support for staff and CBOs as well as coordinate trainings with the Planning Program Integration and Evaluation Unit.
- Deliver technical assistance to underperforming contractors and assist CBOs generally to identify resources, strengthen linkages and referrals, and refine practices. Coordinate technical assistance inquiries that concern other units (e.g. ACCO, Fiscal).
- Identify and research best practices related to contract monitoring and compliance.
- Participate in and contribute to Agency workgroups and inform Director of changes to policies and administrative practices.
- Prepare reports and carry out special assignments, tasks and projects as assigned by the Director and Assistant Commissioner.
- Maintain Unit policy manuals, rubrics for performance indicators, and related documentation, updating as needed on an annual basis.
- Monitor and analyze longitudinal performance of contractors and programs and provide periodic reports.
- Perform site visits (may include weekends and evenings) using EMS and PTS tools and share feedback with CBO contract providers.
- Represent DYCD at public meetings, conferences, symposia and other forums.
- Perform other duties as assigned.
Qualifications
1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or
2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
3. Education and/or experience equivalent to "1" or "2" above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in "1" above.
However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in "1" above.
