Position Overview

By Light has an opening for a Data Systems Engineer, responsible for designing, managing, and administering data infrastructure to extract and organize data in support of the Army National Guard (ARNG). This position is in direct support to the ARNG’s Enterprise Architecture Branch (EAB) under the Guard Enterprise Cyber Operations Support (GECOS) program and requires someone with a current and active Secret clearance.

 

GECOS is a Cybersecurity and IT Service Management (ITSM) contract in support of the operation, protection, modernization, expansion, and further evolution of the ARNG’s global Information Technology (IT) services including networking, compute, storage, infrastructure, applications, hosting, and program management services. The GECOS program supports the ARNG enterprise IT infrastructure, its Wide Area Network (WAN), authentication and directory services, cybersecurity, application hosting, and associated services in accordance with best practices and in accordance with Army, DISA, and DoD policies, initiatives, and directives. GECOS uses ITIL best practices framework as the basis for its ITSM model.

Responsibilities Collaborate with ARNG Department Heads, development teams, business users, and IT operations to determine data storage and organizational needs to create and maintain data infrastructure for the Directorate, Offices of Primary Responsibility (OPRs), the National Guard Bureau (NGB) and the 54 States and TerritoriesDevelop and implement security policies and procedures and systems and services to protect data and applicationsAssist in identifying ARNG Enterprise internal and external data sourcesDetermine requirements and identify installation solutions for new databasesMonitor system performance and identify areas for improvement in current systemsDesign modeling tools, spreadsheets, status dashboards, flowcharts, and other types of presentations and / or toolsCoordinate with other team members to reach project milestones and deadlinesAudit databases regularly to maintain qualityAbility to analyze and present statistical informationCreate and maintain documentation, to include manuals, training materials, technical specifications, design reports, etcEnsure data integrity – accurate, complete, consistent, and valid throughout life cycleEnsure data and infrastructure is accessible, secure, and readily available to other stakeholders when neededCollaborate to interpret, communicate, implement, organize, and maintain both AS-IS and TO-BE infrastructure diagrams Required Experience/Qualifications Bachelor’s degree in computer science, Information Technology, Engineering or relevant field with a minimum of 5+ years of relevant experience or 8+ years of relevant federal Data Architect, Database Administrator, Data Manager, and / or Data Scientist experience

Ability to obtain appropriate certifications to achieve a minimum of a DoD IAT Level II (Sec+ or equivalent) within 60 days of start date

Ability to obtain ITIL v4 Foundation within 6 months of start date

When 8140 requirements are implemented on program/contract, employee will need to conform to 8140 certification standards.

Modeling tools, examples include: Visio, Magic Draw, Cameo, ARIS / EKR, etc

Data Management and Visualization software and tools, examples include: Advana, matplotlib, ggplot, d3.js., Tableau, etc

Machine learning methods, examples include: k-Nearest Neighbors, Naive Bayes, SVM, Decision Forests, etc

Familiarity with SharePoint, MS Teams, Azure, and other Microsoft technologies

Proficiency in handling imperfections in data

Superb and effective technical, communication, collaboration, and customer engagement skills; strong ability to multi-task, problem solve, and take initiative; attention to detail and ability to work in a fast-paced environment
