The DBA is responsible for data analysis and database management. DBAs typically are involved in maintenance, enhancement, designing of data dictionaries, physical and logical database models, and performance tuning.
Short Description: 
Provide on-call, on-site programming and technical support for Oracle databases and applications residing at NJDOBI, and under the direction of the DOBI IMS Staff, assist in the on-going use, support and development of Oracle-based applications. 
Complete Description: 
Role Description: 
A. OVERVIEW 

Provide on-site programming, analytical and technical support for Oracle databases and applications residing at the New Jersey Department of Banking and Insurance, and under the direction of the DOBI IMS Staff, assist in the on-going use, support and development of Oracle-based applications. 

B. ANALYSIS & DESIGN 

1. Act as the DOBI Oracle DBA, and assume the following responsibilities: 
a. Maintain existing backup and recovery policies and procedures, and make recommendations for improvement as needed 
b. Manage the design and usage of new and existing database elements, tables, schema, views, etc. 
c. Implement and maintain database and application security (create and maintain users and roles, assign privileges, etc.) 
d. Assist with the creation and maintenance of documentation and standards 
2. Attend meetings with DOBI IT staff to provide insight on Oracle-related matters 
3. Attend meetings with DOBI business personnel to assist with feasibility studies 
4. Review and analyze user specifications to design new or enhance existing forms and reports 
5. Evaluate and revise existing business processes as needed 
6. Give demonstrations of products under development to DOBI personnel when necessary 
7. Knowledge of WANG Pace-to-Oracle conversion software and the ability to understand and maintain the resulting code is a plus 

C. PROGRAMMING 

1. Ability to efficiently code database queries using PL/SQL for Oracle 10g Release 2 
2. Ability to create and maintain efficient and user-friendly forms using Forms Builder for Oracle 10g Release 2 
3. Ability to create and maintain accurate and comprehensible reports using Reports Builder for Oracle 10g Release 2 
4. Modify and maintain all existing Oracle forms and reports 
5. Ability to create and maintain efficient and user-friendly forms using Oracle JDeveloper with ADF for Oracle 10g Release 2 is a plus 
6. Knowledge of APEX/HTML DB is a plus 

D. DEVELOPMENT TOOLS 

1. Proficiency in the use of Oracle Enterprise Manager for Oracle 10g Release 2, for both the database server and the application server 
2. Proficiency in the use of Oracle SQL Developer for Oracle 10g Release 2 
3. Proficiency in the latest releases of Toad or PL/SQL Developer as a substitute for the above, where appropriate 
4. Proficiency in the use of Oracle JDeveloper with ADF for Oracle 10g Release 2 and above is a plus 

E. CONSULTING 

1. Act as the DOBI Oracle DBA, and assume the following responsibilities: 
a. Evaluate new Oracle features and Oracle related products 
2. Upon request, provide suggestions on “best practices” regarding Oracle database and application usage 
3. Upon request, provide guidance to the DOBI IT staff on “best practices” regarding SQL, stored procedures, functions, queries, views, etc. 
4. Upon request, provide guidance to the DOBI staff on alternate methods to solving business problems based on prior experience with Oracle related products 

F. TECHNICAL SUPPORT 

1. Act as the DOBI Oracle DBA, and assume the following responsibilities: 
a. Install, configure and upgrade Oracle Database server software and related products as needed 
b. Install, configure and upgrade Oracle Application server software and related products as needed 
c. Monitor and fine-tune database performance, as needed 
d. Monitor and fine-tune application performance, as needed 
e. Monitor server capacity and plan for growth and changes 
f. Perform general technical and application trouble-shooting and provide recommendations for resolution to IT staff as needed 
g. Interface with Oracle Corporation for additional technical support. 
2. Assist with Windows related upgrades on Oracle servers that may affect Oracle usage or performance 
3. Assist with third party software or upgrades on the DOBI network that may affect Oracle usage or performance 
4. Assist with maintaining a usable local Oracle test environment for DOBI IT staff 

G. OTHER REQUIREMENTS 

1. Must have 12 to 20 years of Oracle development experience 
2. Must have a 4 year college degree or equivalent technical study or advanced degree 
3. Must have an understanding of New Jersey government business processes and operations 
4. Must have the ability to transition business processes into technical requirements 
5. Must be able to anticipate and resolve issues and risks that may affect the success of the various DOBI projects 
6. Must execute all responsibilities with minimal supervision 
7. Must be prepared to provide knowledge and skills transfer to DOBI IT staff as needed 
8. Must be prepared to work on-site at the DOBI location at least 3 days per week 
9. Normal work day will be an 8 hour day 
10. Work schedule must be flexible to allow for emergencies 
11. Provide the DOBI IT Director with a monthly progress report, identifying the accomplishments made during the target month, and the plans/goals for the upcoming month. This report should be completed by the end of the last work day closest to the end of the target month 
12. Provide the DOBI IT Director with a monthly time usage report, summarizing the hours worked during the target month. This report should be completed along with the monthly progress report, and should be cross-referenced to the vendor’s billing system
