The District of Columbia Department of Healthcare Finance (DHCF) is the agency within the District’s government that administers the Medicaid program – a program responsible for providing healthcare services for more than one-third of the District’s residents. DHCF processes more than one million Medicaid claims a month using its Medicaid Management Information System (MMIS). DHCF is seeking to organically build a Medicaid data warehouse using SAS that will serve as a repository for the aforementioned Medicaid claims. The Medicaid claims in the SAS environment will be used for data mining purposes in an effort to better understand the Medicaid population being served, the services being rendered, and the providers rendering those services. The SAS data warehouse environment will also be used to satisfy adhoc and federal reporting requirements.
The SAS data warehouse project has been four phases. Phase 1 focuses on the establishing the Medicaid data warehouse using a small number of data elements. Phase 2 of the project serves to expand the number of data elements in the data warehouse. The focus of Phase 3 is adhoc and federal reporting. Phase 4 focuses on a specialized federal reporting called T-MSIS.
In order to implement the SAS data warehouse, DHCF needs the assistance of an Emerging Architect. The Emerging Architect will be a member of a three person SAS team that will work with the DHCF SAS user group to capture and define data warehouse and reporting requirements. The Emerging Architect’s primary responsibilities will focus on the underlying data infrastructure supports the Medicaid data warehouse. The Emerging Architect will have the following tasks:
• Administer and monitor the overall health of the SAS platform and data warehouse.
• Create and maintain the database schema for SAS data warehouse.
• Perform performance tuning, capacity and utilization monitoring, backup strategy and disaster recovery planning.
• Apply maintenance releases, upgrades and hot fixes as required.
• Administer, secure, and back up the metadata, including, the metadata server, SAS metadata objects, metadata repositories.
• Set up data access, including registering libraries and tables in the metadata, updating table metadata, setting up data access, troubleshooting data access.
• Administer users, groups, and roles - implement different Security methods based on Business Unit or Project related needs.
• Investigate data anomalies and run queries, as needed.
• Establish best practices and Standards in SAS.
• Analyzing data and create stored processes using SAS Enterprise Guide.
• Executing change control and promotions activities.
• Recommend and Implement analytic strategies or solutions to meet the demands of business requirements.
