The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.
All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

Summary
The Department of Community Correction (DCC) Assistant Treatment Program Manager is responsible for clinical supervision of a professional and support staff providing treatment support to clients within an institution in an assigned area of the state. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises subordinates within an assigned area of the state by conducting interviews, recommending for hire, assigning and reviewing work, interpreting and disseminating policy, conducting staff meetings, conducting performance evaluations, and determining disciplinary actions as needed. Coordinates and facilitates treatment related training opportunities, maintains training records of assigned staff, monitors their certification or re-certification status, and ensures required Continuing Education Units (CEU) are obtained. Provides clinical supervision for assigned staff and ensures compliance with Alcohol and Drug Abuse Prevention (ADAP) licensure standards. Coordinates implementation of programs as approved by the DCC Treatment Administrator, including substance abuse treatment programs, continuing care programs, staff development programs, and other programs designed to provide seamless continuum of care for clients. Monitors and ensures compliance with state and federal laws pursuant to the substance abuse program operations. Performs other duties as assigned.

Frequent in-state and infrequent out-of-state travel is required.
Knowledge, Skills and Abilities
Knowledge of treatment theories and practice. Knowledge of general criminal justice system. Knowledge of organizational and human resources management theories and principles. Knowledge of program development and assessment techniques. Ability to maintain working relationships with a diverse clientele. Ability to make decisions and consult for guidance as needed. Ability to plan, oversee, and direct the work of subordinates. Ability to analyze programmatic and financial data and recommend revisions if needed. Ability to prepare and present oral and written reports and information.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in addiction studies, psychology, or other addiction and mental health treatment or a related field; plus three years of experience in a treatment or related field, including two years in a supervisory capacity. Certified as a Clinical Supervisor (CCS) or Licensed Professional Counselor (LPC) or other credentials as approved by the State of Arkansas. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
