Demil Operations Manager
Amentum is seeking a **Demil Operations/Project Manager** to join our team in **Hawthorne, Nevada** to support the Hawthorne Army Depot. The Demil Operations Manager will provide direction and oversight of all Demil Project Managers, Area Superintendents and Supervisors in the form of goals and objectives, policy and procedures, as well as priorities and constraints that must be met during operations. **Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.** **Responsibilities Include:** + Establish standards and expectations for the Demil Operations Department. + Establish and monitor the Conduct of Operations (CONOPS) and the safety compliance culture. + Develop short/long range plans to accomplish goals. + Establish policy for each major functional activity, approves SOPs, and plans major revisions of procedures of methods in collaboration with other managers. + Define resources needed to achieve production objectives and provide data for budget development. + Monitors the process by which Demil Operations personnel are certified/qualified and assign responsibilities as required to assist in implementation of the Master Personnel Training Plan. + Assess the performance of each shift against established departmental and project goals and participate in solving problems identified by subordinates. + Ensures all plant logs and required records are timely, accurate, legible, and processed IAW the approved procedures. + Participates in solving problems identified by the HWAD PM and Deputy PM, and request assistance from other department managers as required. + Performs all work safely and with the utmost concern for the safety of self and other employees. + Performs all work in compliance with environmental permits and regulations. + Be at work when scheduled and maintain a good attendance record. + Maintains high ethical standards, overall values of the business, and the Code of Ethics and Standards of Business Conduct to include cooperating during Company investigations; treat all individuals fairly and with respect. Reports potential or known safety or environmental hazards to the appropriate dept. or personnel. **Other Performance Objectives:** + Review regulations and directives as well as technical data packages to determine actions required to meet production requirements. + Ensure Demil equipment is started, operated, and shutdown IAW approved SOPs. These equipment activities apply to initial startup, normal operations, demonstration testing, trial burns, post maintenance testing, modifications, and/or campaign changeover activities. + Responsible for estimated budget (including salaries) for which the position has oversight. + Manage daily operational activities of the Demil Department. + Model and reinforce proper conduct of operations for subordinates. + Ensure Demil personnel are properly trained and qualified to perform their duties and oversee administration of the department certification program. + Serves as Emergency Coordinator during contingencies, keeping the PM and/or DPM and the Government informed of the situation status. + Implement regulations and directives as well as technical information to meet production requirements. + Implement and manage production schedules. + Select assigned personnel, initiate and approve personnel actions, approves leaves, review and determine training requirements for personnel. + May serve in absence of the DPM when necessary. + Responsible for integrating procedures and policies in the areas of safety, security, personnel reliability, and other supportive functions into an effective management system which facilitates safe and secure operations. ​ **Minimum Qualifications:** + B.S. /B.A. in a technical discipline, management or related field required. (An equivalent combination of formal college/university education and directly related job experience may be considered.) or minimum of ten (10) years’ experience in Military or (10) years Munitions and Logistics and/ or Supply Depot Operations. + Bachelor degree in a technical or engineering discipline, 10 years’ experience in management of industrial processing plants (munitions or chemical) and 5 years supervisory experience. + OR, Associate degree in a technical or engineering discipline. 14 years’ experience in management of industrial processing plants (munitions or chemical) and 5 years supervisory experience. + OR, Highschool diploma/equivalent, 18 years’ experience in management of industrial processing plant (munitions or chemical) and 5 years supervisory experience. + Must be a US Citizen or naturalized citizen able to obtain and maintain HWAD site access. + Must be computer literate in common software applications and able to operate general office equipment. + Must be willing to work overtime, varying hours and/or rotating shifts. + Must be willing and able to work in an industrial environment that is in close proximity to and/or in a munition’s demilitarization facility. + Must be willing and able to work in a procedurally, environmental and safety compliant environment. + Must be willing and able to wear various levels of personal protective equipment. + Must be able to obtain and maintain a valid State driver’s license. + Intermediate knowledge of LMP + Must possess a high degree of knowledge of safety, environmental, security, contractual and regulatory requirements for Supply Depot Operations. + Must have knowledge or proficiency in all tasks in accountability. + Must be able to research and have the foresight to properly staff for anticipated or projected workloads while adhering to the governing PWS and contractual requirements and must be able to prepare bid and pricing information. + Must be able to communicate in an effective and professional manner, in English, using all std. forms of business communication. + Must possess sufficient computer hardware and software proficiency to be able to perform all job duties in a timely, professional and effective manner. + Must be able to obtain and maintain all certificates as required by Amentum’s Master Training Plan. + Must be able to obtain and maintain a valid State of Nevada driver’s license. Must be able to obtain and maintain the appropriate level of government security clearance well as a clearance through the Bureau of Alcohol, Tobacco, and Firearms. **Desired Qualifications:** + Senior Management level experience highly desirable. + Government contracting experience highly desirable. + Project management experience + Work Control Management experience. + Experience working in a munition’s demilitarization facility. + Significant technical procedures development experience. + Operations program development and training experience. **Supervisory Responsibilities:** + Assign, supervise and direct work activities of assigned personnel. + Responsible for performance evaluations of assigned personnel. + Responsible for training and development of assigned personnel. + Counsel assigned personnel on company policies, procedures, performance, and personnel issues. + Initiate and justify personnel actions and recommend salary adjustments. + Review work of assigned personnel for compliance with policies and procedures, effective of coordination, technical accuracy, safety, surety, and for attainment of objectives. **SAFETY SENSITIVE** This position is designated as non-safety sensitive position and is subject to the requirements of the HWAD Medical Surveillance Plan and Matrix and the HWAD A&D Program. As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by the Hawthorne Army Depot Commander and HWAD O&M contract requirements.
