POSITION SUMMARY
Supervises and directs the work of assigned personnel in conformance with applicable regulations, ordinances, codes, and standards. This position is responsible for all financial and administrative functions within the assigned areas of responsibility, including but not limited to payroll, accounting, budgeting, payment processing, purchasing, and contracting, as well as administrative and human resources functions. May support departmental special projects as needed.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
WORK EXPERIENCE: The application must clearly show (3) three years of full-time, progressive experience in public, government, or business administration, or a related field. Experience in budgeting, finance, procurement and/or contracting in a government organization, highly preferred. (Less than full-time experience will be calculated on a pro-rated basis.)
EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Business, Business Administration, Public Administration, Finance, Accounting or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is seven (7) years.

POSITION DUTIES
+ Directs, monitors, manages, supervises, coordinates, and evaluates the work of assigned personnel in conformance with applicable regulations, ordinances, codes, and standards.
+ Directs, assigns and coordinates the core administrative processes that support Department operations, including responses within PLI’s service level agreements (SLAs) and a balanced workload for assigned personnel.
+ Responsible for the supervision, and management including discipline, training, development, and providing technical assistance to all assigned personnel and areas of responsibility.
+ Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
+ Works closely with other Department divisions; other City departments, agencies, and authorities; other governmental agencies; and other organizations related to the Administrative and Licensing Division work.
+ Represents the Department at meetings and responds to inquiries and requests from other City Departments and Agencies, governmental bodies, the public, and other organizations as needed with or in place of the Assistant Director of Licensing and Administration.
+ Supports the Director, Assistant Director, or their designee in the preparation of the Department’s annual budget.
+ Monitors and oversees Department expenditures and revenues to ensure compliance with established budgets (e.g., operating, capital, grants); evaluates and investigates unusual discrepancies and submits adjusting entries as necessary.
+ Oversees the execution of operating, capital, and grant budgets in accordance with the Department goals, priorities, and established financial policies and procedures.
+ Directs, coordinates, monitors and evaluates accounting and financial controls to ensure adherence to policies and procedures related to financial operations for the Department.
+ Supervises all human resources and payroll functions for the Department including recruitment, staffing, personnel management, and payroll. Collaborates with the Department of Human Resources and Civil Service Commission staff to address departmental staffing needs and human resources issues.
+ In conjunction with the Director, Assistant Director, or their designee, works with the Law Department to resolve employee relations issues.
+ Coordinates all grant management functions (e.g., proposals, administration, accounting, reporting) with grant program managers and the OMB Grants Office.
+ Coordinates correspondence, memos, bid specifications, RFPs, legislation and routine City Council resolutions.
+ Performs work related to procurement of supplies, equipment, and services. Reviews and processes invoices in accordance with established policies and procedures.
+ Oversees activities of the office, and office staff, to ensure smooth daily operations and workflow.
+ Coordinates departmental management of inventory and assets.
+ Works on special projects as directed by the Director, Assistant Director, or their designee.
+ Collaborates on Department training needs.
+ Conducts staff meetings to ensure staff is informed regarding ongoing issues and concerns, and to exchange ideas, discuss operational problems and provide solutions.
+ Performs activities and functions of related personnel and other tasks and duties as assigned or required.
