Job description The Department CE works in partnership with the Division CE and other leaders to ensure execution of a high-impact, high-quality technical work program that achieves sponsor mission-critical outcomes. The Department CE makes significant technical contributions, provides thought leadership, develops and executes technical strategies that inform discretionary investments to drive capability development, innovation, and transition of innovation into the work program. This individual leads the Department quality program, participates in senior-level reviews, and collaborates across the Health FFRDC’s CE community to achieve increases in quality, efficiency, and effectiveness. The Department CE also establishes partnerships inside and outside of MITRE. They promote a culture of excellence, teamwork, learning, innovation, continuous improvement and help develop and mentor the next generation of technical thought leaders. Working closely with the Division Chief Engineer, Department Manager, and Department Program Managers, the Department CE is a core member of the Department management team assisting in execution of department operations. Division Summary The Division for Global and Public Health is responsible for the overall performance of the work programs across key components of MITRE’s portfolio with the Department of Health and Human Services (HHS) that focus on advancing and protecting global and public health, as well as preventing, preparing for, and responding to the adverse health effects of global and public health emergencies and disasters. The Division primarily focuses on the work programs for Administration for Children and Families (ACF), Administration for Community Living (ACL), Administration for Strategic Preparedness and Response (ASPR), Centers for Disease Control and Prevention (CDC), Federal Communications Commission (FCC), Health Resources and Services Administration (HRSA), Indian Health Services (IHS), National Center for Disaster Medicine and Public Health (NCDMPH), Substance Abuse and Mental Health Services Administration (SAMHSA) and several HHS staff divisions. Roles and responsibilities Technical Quality and Delivery Excellence + Lead and drive the Department’s technical quality within a mission function or technical specialty to deliver high-quality, high impact technical products that represent MITRE’s world-class technical mastery. + Maintain awareness of the quality and impact of technical deliveries. + Work across project teams to resolve quality issues. + In partnership with business and people leadership, provide input on the quality of goals and operationalization of department strategy. This includes the quality of staff hired, staff development, and training initiatives necessary to ensure appropriate technical quality is achieved. Technical Impact + Ensure that individual projects are driving change at a technical level + Help shape and develop Department work programs and capabilities, where applicable, to provide effective, efficient, and innovative solutions to stakeholders and maximize value to sponsors. Ensure that the capabilities developed appropriately leverage Innovation Centers to maximize reuse of capabilities and products. + Leverage a deep understanding of sponsor challenges to direct MITRE Innovation resources with a focus on technical transfer of innovation to the Division’s work program. + Encourage reuse and adaptation of previously delivered technical knowledge and products as appropriate. + Leverage opportunities for integration and cross-pollination across projects, Department and Division work programs, Health FFRDC sponsors, and other FFRDCs to facilitate knowledge sharing and identify and implement best practices to improve impact while achieving key sponsor outcomes. + Partner with Managing Directors, Division Chiefs Engineers, Department Managers, and Program Managers to engage Sponsors to understand their needs and to enhance the impact of the Department work program. + Lead the Department’s implementation of the Mission Value Chain (MVC); work with Project Leaders (PLs) to provide input to MVCs. Strategic Planning + Collaborate with the Department leadership on development of technical strategy guiding technical workforce shaping, investments, initiatives, and laboratories that will result in expanding the work program by addressing sponsor relevancy and need. + Influence and engage with research efforts across the organization to ensure internal research and development efforts maximize relevance and impact + Ensure the department is positioned to develop novel approaches and solutions that have measurable impact. + Develop the strategy for enhancing a technical specialty or the utilization of a technical specialty within MITRE, including the ability to call for a technical review on a specific project within the appropriate organizational scope. Partnerships and Initiatives + Maintain and strengthen existing partnerships across MITRE and develop new relationships within MITRE. + Establish partnerships with Innovation Center leadership to ensure alignment and synergy of technical strategies and to introduce transformational and efficient solutions into MITRE’s work programs. + Establish partnerships with Innovation Center leadership to ensure that Innovation Center subject matter experts are properly leveraged in the Department’s work program and technical quality program. + Lead cross-Program and Project-level technical initiatives. Staff Development and Workforce Shaping + Mentor, train, and develop staff within the appropriate organizational scope Basic Qualifications: + Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience. + Demonstrated technical leadership in support of HHS global and/or public health programs + Proven track record in the Department sponsor organizations addressing sponsor-focused challenges + Demonstrated ability to effectively communicate complex concepts to senior sponsors and stakeholders + This position requires a minimum of 50% hybrid on-site Preferred Qualifications: + Experience in the application and oversight of quality programs + Demonstrated ability to develop trusted relationships and work collaboratively internally and across sponsor organizations and partners + Demonstrated ability to shape and drive high impact, high quality work programs + Demonstrated ability to communicate well, especially under pressure + A track record of decisiveness in solving problems and commitment to taking swift action + A track record of driving change + Agile and able to swiftly change direction, as needed + Actively shapes new ideas and processes + Empowers staff to take risks; removes barriers to innovation + Demonstrated impact in influencing critical technical decisions + Demonstrated leadership in high-visibility technical assessments + Demonstrated success with research and development efforts This requisition requires the candidate to have a minimum of the following clearance(s): None This requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s): None Salary compensation range and midpoint: $155,000 - $194,000 - $233,000 Annual Work Location Type: Hybrid MITRE is proud to be an equal opportunity employer.
