Department Summary:

The Veterans Affairs (VA) Information Technology & Defense Health Integration Division (P840) supports the Department of Veterans Affairs Office of Information and Technology (OI&T) and the Defense Health enterprise. The VA work spans several high profile, complex, and inter-related projects and tasks across OIT that impact Lines of Business (LOBs) and Staff Offices, while the Defense Health work extends from the Defense Health agency J6/IT, component Acquisition Executive (CAE) and special initiatives such as Digital Health to biosurveillance, and force health protection.

The Division is seeking a highly motivated leader to serve as the leader of the Defense Health Innovation & Technology Department. This Department Manager (DM) reports to the Division Managing Director and is expected to collaborate across MITRE, across CGEM and other FFRDCS, and MITRE Labs. The DM is responsible for (1) understanding sponsor strategies, enterprise operational context, needs, and pain points, desired outcomes, and paths to achieving these outcomes; (2) developing division strategies to identify, engage, nature sponsor relationships that provide opportunities to have highest impact; (3) crafting productized solution sets/offerings that bring value to sponsors and position them to achieve desired outcomes; (4) ensuring products delivered to sponsors from the department are of high technical quality; and (5) ensuring the hiring, development, and support of their workforce.

Essential Job Functions:

Plans, develops, and oversees a portion of the Division’s sponsor strategic outcomesSupports the Director by providing specific sponsor/program knowledge and expertiseIn partnership with the Director, Chief Engineer, other Department Manager, and PLs, develops close working relationships with sponsor counterpartsProvide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.In partnership with Director, Chief Engineer, other Department Manager, develops and shapes a work program to achieve specific sponsor strategic outcomesLead development of responses to RFIs, RFPs, and relevant sponsor presentationsDrive innovation and identify new opportunities for product growth and improvement.Develops close working relationships with sponsor counterparts, serving as a trusted advisorCollaborates with Divisions and Centers to leverage related activities, use of shared resources, and re‐use of existing productsEnsures the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce through effective hiring, ongoing coaching and staff development, and monitoring of staff engagementEffectively engages staff who fall short of expectations & initiates appropriate and timely actions to address poor performanceIn collaboration with the Division Chief Engineer, ensures product technical quality for all work assigned to their departmentWorks with project leaders to ensure that all staff are appropriately assigned to projects and fully plannedRepresents the needs and perspectives of staff to Division leadershipAdvocates for department competencies and establishes new work within the DivisionProvide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.

Basic Qualifications:

Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.Must have minimum of 4 years working knowledge, familiarity with IRS missionMust have minimum of 4 years’ experience working with senior sponsor leaders (GS-15 and above)Must have minimum of 4 years prior experience managing large teamsDemonstrated ability to develop trusted relationships and work collaboratively across MITRE and across sponsorsExperience in developing cross enterprise outcomes and coordinating their implementation within governmentDemonstrated technical and business leadershipDemonstrated ability to shape and drive high impact, high quality work programsAbility to obtain a US government security clearance i.e., Suitability – VA and/or DoD Secret ClearanceThis position has an on-site requirement of 5 days a week on-site

Preferred Qualifications:

3-5 years of Leadership experience i.e., GL, PL, Chief Engineer, or manager.Experience working with senior sponsor leaders (SES and above)Ability to think broadly and strategically backed up with significant experience.Excellent written and verbal communication skills.Helping government leaders to define and plan new products or services for citizens or internal customers that align to the agency’s mission, vision, goals and strategiesDemonstrated experience working on or leading customer facing engagements emphasizing process improvement on large-scale, enterprise-wide transformation/modernization programs.Advanced degree in Engineering, Management Sciences, Information Systems Management or other problem-solving disciplines.Experience designing appropriate tasking and/or leading multi-functional teams.
