Department Summary: The CI Modeling, Simulation and Intelligence (L542) department is focused on better understanding our infrastructure and the adversaries who intend to hold it at risk. L542 holds CIPIC’s sector and domain expertise and specializes in full-spectrum analysis intersecting with all-source intelligence across the risk portfolio. L542 is developing tools and approaches to improve the effectiveness of intelligence analysis to enable it to scale to larger and faster moving mission challenge. L542 also develops and manages modeling of physical process and system interactions supporting overall CIPIC and sponsor mission sets. These models support simulation environments and physical test beds leveraged by CIPIC and sponsors for research and direct mission applications across the center. Job Description: The Cyber Infrastructure Protection Innovation Center is seeking a Department Manager (DM) to lead the Cyber Infrastructure Modeling, Sim and Intelligence department (L542). This leader will strategically shape our growing multi-disciplinary team, and drive innovation in characterizing and reducing impacts on critical and mission infrastructure from malicious cyber, supply chain, or other non-kinetic attacks or disruption. The Department Manager (DM) will be responsible for setting the technical direction of the Department's capabilities, growing a team of world-class talent, supporting development of new opportunities, and building collaborative relationships across MITRE, our sponsors, industry, and academia. The department’s mission is to be internationally recognized for facility, sector, and national level impact assessment and modeling that enables critical infrastructure and mission system operators to understand complex interactions, characterize risk, and make informed decisions to improve mission resilience. The department is responsible for advancing the technical state-of-the-art and providing expertise in facility, sector, and national level intelligence, modeling and simulation of cyber and other disruptions, integrating expertise from domain experts in energy, water, manufacturing, transportation, space and other sectors. The department manager will oversee and integrate capabilities in intelligence and M&S for critical infrastructure applications, OT, and weapon systems. The department is developing capabilities to integrate information from a variety of sources and model larger scale systems-of-systems, improving the speed and accuracy of analysis. The DM will be responsible for attracting, developing, and retaining an outstanding workforce; refining the department’s mission, vision, and goals; and forging partnerships across MITRE program divisions, MITRE Labs, and academic and industry partners. The DM will also serve as a member of the Cyber Infrastructure Protection Senior Leadership Team, helping to set the direction for MITRE’s cyber operations. Job Responsibilities: + Advancing the Department’s capabilities through innovation, external partnering, and work program application in alignment with innovation center strategy. Pushing the technology edge, driving new analysis techniques, integrating new data sources, and engaging in new mission areas to have a greater positive impact on our Nation’s most urgent challenges. + Proactively attract, develop, and support a diverse, geographically distributed workforce of approximately 40 people that has the expertise and capabilities needed for our partners. + Foster an environment of innovation, technical leadership, collaboration, camaraderie, and technical quality. + Collaborating across the innovation center’s capability areas, other innovation centers, and program divisions to envision, create, and apply cross-cutting, practical, and impactful solutions. + Support and oversee Capability Area Leads across MITRE Labs to advance the state of the art in critical infrastructure analysis, security, and safety. + Support, oversee, and partner with Group Leads to mentor and grow the department team. Ensure staff are aligned to high priority work that leverages their strengths, recognize staff for their accomplishments, and work with under-performing staff. Lead pay and performance actions throughout the year. + Partner with MITRE programs, portfolios, and innovation centers to focus on and increase mission impact. + Oversee the integration and application of intelligence information supporting strategic direction for the Division as well as support to other sponsor projects being supported by CIPIC. + Partner with industry and MITRE partners (e.g., Enginuity, the Center for Threat Informed Defense, the Center for Critical Infrastructure Resilience), to improve the cyber resiliency of our nation’s critical infrastructure. + Encourage staff to innovate in a variety of ways, via direct projects, the MITRE Innovation Program, and Capstone initiatives. + Contribute to the direct work program with responsibilities and contributions consummate with high performance senior technical staff. + Encourage and support staff to propose, create, develop and apply innovative solutions on direct projects and MITRE research. + Ensure high technical quality of work products. Basic Qualifications: + Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience. + Top Secret/SCI required + Proven track record of servant leadership with demonstrated experience leading programs and mentoring people. + Hands-on technical expertise in at least one of the department’s capability areas. + Experience supporting DoD, DHS, and/or Intelligence Community sponsors and passion for supporting these missions to ensure a safer world. + Demonstrated ability to operate effectively at high levels within a matrixed organization, as well as across partner and potential customer organizations. + Demonstrated ability to recognize, shape and follow through on new strategic partnerships and business opportunities, or to forge new opportunities with existing MITRE customers. + Applicants must hold an active Top Secret clearance. The selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information. + This position requires a minimum of 50% hybrid on-site.
