Department Summary:

MITRE’s Cyber Division (N140) is seeking an experienced, motivated leader to assume the Department Manager (DM) role for the Resilient Missions and Crypto Department (N141). The DM will be responsible for developing the department strategy, setting the technical direction of the capabilities, leading a team of world-class talent, work shaping with development of new opportunities, and building relationships with our sponsors, and partnerships and collaboration across MITRE, industry, and academia.

The Resilient Missions and Crypto Department (N141) mission is to enable our sponsors to develop and deploy systems that can withstand adversary effects in a contested cyber environment and aggressively defend our nation’s critical infrastructure against cyber asymmetric warfare.

Our Crypto and Trusted Systems Engineering team provides critical mission assurance by developing cryptographic and resilient solutions for the warfighter while our Resilient Engineering groups focus on ensuring our weapons systems and infrastructure can “fight through” the evolving and persistent cyber threat via a combination of cyber security, resilient design, and enhanced cyber situational awareness.

Among its many capabilities, N141 operates the Resilient Cyber Aerospace Testbed (RCAT) – a premier USAF embedded systems cyber laboratory – which provides a collaborative aircraft and avionics testbed for innovative system and platform research connecting government agencies, the private sector, and academia. 

Our department’s work program is central to the cyber resilience of DoD missions and integral to the activities of the other MITRE portfolios. In partnership, our goal is to secure Cyberspace Superiority and ensure Joint Forces can achieve their missions in a contested cyberspace environment. 

Department Manager (DM) will manage delivery or work programs, technical quality, and maintain close working relationships with sponsor leadership. The DM will provide technical domain-specific knowledge in Cyber, leadership and influence internally and externally across multiple stakeholders to move the mission impacts and outcomes forward. The DM will develop and shape a work program to achieve sponsor strategic outcomes. The DM will execute effective talent acquisition, development & management, coaching and team member mentorship, and performance management across N141. The DM will be integral to the N140 Division Leadership, working closely with MD, Division Chief Engr, and peers to drive strategy, cohere, integrate with both division, Center, Sector and MITRE Labs. 

Roles & Responsibilities:

Responsible for all aspects of program and department performance, including staff selection, technical quality/solutions, execution, budgets, and sponsor leader relationshipsEnsure high technical quality of products and programs delivering mission impact, and work shaping.Ensure Dept team members have clear expectations and goals that contribute to important sponsor or enterprise strategic outcomes as well as project level outcomesDevelop and implement the department’s strategy, aligning with MNS, A&SFC, and N140 strategiesContribute to Division, Center Strategy, Vision and Mission, especially in Cyber resilienceWork Program shaping and Oversight: Internalizes execution of strategic outcomesMulti-level Sponsor Engagement: Leads sponsor/stakeholder engagements, including with senior level sponsorsDevelop Our People with strategic workforce planning, leadership hiring, coaching, and enables an inclusive and diverse workforceCollaboration and Communications: Effectively collaborates and communicates with sponsors, and external and internal stakeholders including MITRE labs and other Centers.Drives operational excellence by managing department work programs including delivery, resourcing, and costs.Establish day‐to‐day interfaces with sponsors or internal customers to develop trusted working relationshipsMentor and develop future technical cyber leaders

Basic Qualifications:

Minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or PhD with 7 years’ experience; or equivalent combination of related education and work experience.Top Secret clearance with ability to obtain and maintain SCI access.A demonstrated knowledge & skills in systems engineering, systems of systems approach, and experience in cyber security capabilities. Knowledge of cyber threats and analysis methods, and knowledge of intelligence community methods and products.Track record of innovative thinking with a bias toward action in the cyber security/resiliency domain.Demonstrated ability to work with sponsors at a senior level to identify key technical challenges and opportunities.6 years of experience as a work or people leader, and a demonstrated record of technical team leadership.Demonstrated ability to coordinate across projects to achieve significant mission outcomes.Demonstrated ability to serve as a trusted advisor to senior leadership (GG-15/O-6 or higher).Strong interpersonal skills as well as effective verbal and written communication skills.Self-driven leader, motivated to expand knowledge and skills and assume responsibilityDevelop and motivate leaders in the organization including technical leaders.This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

Strong knowledge of Cyber Effects, Defensive Cyber Operations, and Cyber mitigation techniques and solutions.Knowledge of encryption methods and processes and familiarity with AF/DoD crypto systems.Strong analytical and operational analysis skills, with experience addressing complex enterprise problems.Strong knowledge of Air Force projects and portfolios, and broad knowledge of AF cyber operations.Experience working with Operational Units (e.g., SOF, AMC, etc.) and Acquisition Partners (e.g., AFLCMC).10+ years of experience in cyber acquisition, computer engineering, cyber security or related fieldExperience with internal and/or external research projects, MITRE Labs
