DescriptionPurpose/Description Under the direction of the Procurement Administrator, the Department Manager 4 serves as the Contract Manager and will plan, direct, and/or coordinate the activities of buyers, legal, and related employees involved in procuring goods and services for the Wayne County Sheriff's Office. Duties include functioning as the department's representative with vendors, customers, County departments, and Commission to ensure that all contract documents are updated and uploaded utilizing current County-wide and or department specific software to complete assignments. The Department Manager 4 will keep WCSO leadership apprised of issues beyond the original scope of work and provides recommended solutions. Required Tasks Prepare, submit, and monitor all WCSO Contracts' expiration dates, enter contracts in Wayne County's contract system (Currently known as TCM). Work with vendors and County Departments to have all proper paperwork for submission in Total Contract Management (TCM)/Procure to Pay such as FEP, Certificate of Insurance, Freeze forms, MI Deal contracts, etc. Answer questions from Commission staff about WCSO contacts. Prepare weekly monitoring reports for Contracts and Freezes to inform Sheriff Administration. Prepare, submit, and monitor all WCSO Exemption from Freeze Forms to enter in Wayne County's contract system (Currently known as TCM). Manage multiple projects at once while ensuring that all are completed on time. Work closely with the Bid Evaluation Committee for the award of contracts to determine which company should be awarded the contracts. Review and acquire Department approval of all TCM. Ensure departmental compliance with a multitude of contracts, procurement and Purchasing Division requirements. Monitor contracts budgets to ensure they are being maintained throughout the term of the contracts. Assist in the facilitation, implementation, and documentation of contracts and procurement of goods and services for the Department of Sheriff's Office from the beginning of the process through completion. Ensure that all updated FEP Certificates are up to date, as well as the Certificate of Insurance of all Wayne County Sheriff's Office contracts are up to date. Work closely with the contracting team, division leadership, and the procurement department to optimize the procurement process. Work closely with customers, vendors, and County departments to resolve problems regarding Sheriff's Purchasing Contracts. Maintain relationships with vendors, clients, and other business connections. Process contract related FOIA requests. Maintain contractual records for organizational efficiency and legal compliance. Create, amend contracts, and track those contracts through their lifecycles. Maintain contract-related documents and correspondence. Present contract information to stakeholders. Keep track of contracts and extend, renew, or close them out. Assist with the employer's compliance with mandatory standards. Stay abreast to relevant rules and regulations. QUALIFICATIONS Educational/Experience Requirements A Bachelor's degree in Accounting, Finance, Business Administration, Supply Chain Management, or related from a recognized college or university in a related field AND Four (4) years of progressively responsible professional experience in the contract, purchasing, and procurement activities within a government system; computerized environment. The position requires a minimum of four (4) years of work experience that includes reviewing contracts, processing contracts, and contract administration.
