This position provides strategic leadership and operational oversight for a team of data analytics professionals within the Department of Children, Youth, and Families (DCYF) Office of Inspector General (OIG). The incumbent ensures that data-driven insights empower the OIG, policymakers, and stakeholders to enhance accountability, optimize programs, and improve outcomes for children, youth, and families across Minnesota.
The incumbent will –
+ **Develop and Implement Processes** : Establish and maintain a scalable, efficient business structure, operational processes, and staff resources to support a high-performing data analytics team.
+ **Manage Team Performance** : Lead and mentor a multidisciplinary team of data professionals, ensuring their work aligns with the strategic objectives of the OIG and DCYF while fostering a culture of innovation and accountability."
+ **Provide Expert Direction** : Oversee and guide research, database design/development, data governance, and management activities to support OIG, state, and federal objectives, ensuring the application of rigorous analytic techniques and evidence-based decision-making.
+ **Technical Consultation** : Serve as a trusted technical advisor to OIG leadership, providing expertise on statistical methods, cost and payment analysis, research methodologies, and emerging analytics tools and technologies.
In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of specialized professional work experience demonstrating experience with the following
+ Managing and prioritizing analytical resources and projects.
+ Experience in data analytics, statistical analysis, data transformation, and data visualization.
+ Experience developing team processes, procedures, and data governance practices.
+ Proficiency in data analysis tools and programing languages like SQL, Alteryx, SAS, R, Python, Tableau, Oracle, Teradata or Databricks.
**Preferred Qualifications**
+ Human resource, organization management, budget, and planning skills needed to develop and operationalize a new business infrastructure, transition in resources from different sources, and guide groups through major change processes.
+ Knowledge of data privacy laws and rules such as the Minnesota Government Data Practices Act.
+ Developing and maintaining relationships with other state agencies, legislators and the public.
+ Experience in most of the following applications/data systems: MMIS, MAXIS, MEC2, LIS/ELMS, DEED, case tracking applications, NetStudy 2.0, SSIS.
+ Experience using software as a service and cloud solutions like Salesforce, Databricks, Azure data factory, dbt, and Fivetran.
+ Knowledge of the Department of Children, Youth, and Families (DCYF) Office of Inspector General (OIG) programs and DCYF’s mission, vision, values, and activities.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
