Deputy Assistant Commandant for Resources and Deputy Chief Financial Officer
Summary This position is located in the Assistant Commandant for Resources and Chief Financial Officer (CG-8) at the USCG Headquarters in Washington, D.C. Responsibilities The USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Deputy Assistant Commandant for Resources and Deputy Chief Financial Officer (CG-8D). This position serves as the primary advisor to the Chief Financial Officer in the areas of program analysis and review, organizational analysis, enterprise risk management, budget formulation; budget execution; financial management and policy; financial systems; financial and cost reporting; evaluation and corrective actions relating to audit recommendations. In addition, the Deputy Assistant Commandant for Resources and Deputy Chief Financial Officer: Provides guidance and assistance in coordinating the USCG financial management program and activities to ensure the adequacy of internal and management controls in compliance with the Federal Managers Financial Integrity Act, the Chief Financial Officers Act, and related OMB and Government Accountability Office requirements. Directs, manages, and provides policy guidance and oversight of financial management, personnel activities, and operations for the USCG. Monitors the financial execution of the USCG's budget in relation to actual expenditures and prepares and submits timely financial performance reports to the senior USCG leadership. Directs conduct of special studies/analyses of the execution of financial plans and recommend reprogramming necessary for effective use of funds while overseeing funds control for all current and expired appropriations. Ensures coordination and synthesizing of financial and management data so as to interpret the composite financial results to senior management. Provides executive level direction to staff heads in long- and short-range financial planning. Advises senior executives within the USCG concerning trends and activities in the accounting and financial management arenas and provides testimony to congressional committees as required. Approves planning, budget formulation and implementation of legislative guidance affecting financial management (FTE, salaries and expenses, and other systems) within the USCG. Authorizes cost-saving initiatives to increase efficiency while reducing operating costs and maintaining high professional proficiency. Oversees the USCG wide management of organizational structure, functional statements, and organizational changes to ensure alignment with strategic initiatives. Provides executive oversight to develop, maintain, and coordinate the strategic Assistant Commandant for Resources and Chief Financial Officer Directorate business plan and human capital plan that drive change within Assistant Commandant for Resources and Chief Financial Officer Directorate and across the financial management workforce of the USCG. Requirements Conditions of Employment As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS -14 /15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: directing the work of an organizational unit; ensuring the success of one or more specific major programs or projects; monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions. Key Requirements: U.S. Citizenship is required. The applicant is subject to pre-appointment and random drug testing. In order to qualify for this position, you must be able to obtain and maintain a Top Secret security clearance. You are required to pass a background investigation and fingerprint check. You must complete a Financial Disclosure Statement, OGE 278. One year probationary period is required, unless excepted by regulation. EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the mandatory technical qualification.
