We are recruiting for an Executive Assistant 1 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=3501EX&LinkSpec=RecruitNum2&R1=&R3=) , to serve in the role of Deputy Assistant Treasurer, to be responsible for assisting the Assistant Treasurer for Strategic Planning & Management Services in managing the operational objectives of the Management Services division with a particular focus on human resources strategy.
THE ROLE:
Under the Assistant Treasurer’s direction, the Deputy Assistant Treasurer assists in the daily coordination of the following units: Business Services, Financial Services, Human Resources, and Information Technology with a specific focus on human resource strategy and functions as well as operations improvement across the Management Services Division.
ABOUT THE MANAGEMENT SERVICES DIVISION:
The Management Services Division is tasked with delivering support services to all areas of the Office of the Treasurer.
Primary Functions:
+ The Business Services Unit handles procurement including purchase cards, capital assets, processing of agency RFPs, contract custodian for agency contracts, payroll, records management, accounts payable and receivable, employee travel arrangements, timely delivery of all mail, employee parking, facilities management, and the agency customer service desk.
+ The Financial Services Unit evaluates and assists with financial reporting, establishes and maintains budgets and agency financial reporting (including compiling annual reports), works in collaboration with Business Services, and serves as liaison to State auditors.
+ The Human Resources Unit is responsible for recruiting the best talent to serve the State of Connecticut. Along with implementing work guidelines and policies for agency employees, Human Resources fosters good employee relations and a safe work environment. The unit also monitors and administers the Affirmative Action process, provides training, employee engagement and career development, and compliance with all collective bargaining, federal, and state employment laws.
+ The Information Technology Unit creates, maintains, and updates office-wide IT systems and services for all divisions and personnel. This includes enterprise security, computer training, and disaster recovery services.
NATURE OF WORK:
With direction from the Assistant Treasurer, this position will assist with the administration and operations of the four (4) Management Services Units – Business Services, Financial Services, Human Resources, and Information Technology – with a specific focus on the Human Resources Unit and operations improvement.

PURPOSE OF JOB CLASS (NATURE OF WORK)
Acts as an executive assistant to a state elective officer or department head as defined in Section 4-5 of the Connecticut General Statutes and performs such duties as are assigned.
EXAMPLES OF DUTIES
Under the supervision of the Assistant Treasurer and operating as a team member within the Extended Human Resources Leadership Team, this position will work with various agency staff to align Human Resources objectives and initiatives to the needs of the Agency and focus on delivering value-added support and guidance to management and employees. Further, this role will play a major role in the creation and implementation of department-based initiatives focused on improving the culture of the Agency and union-management relations, team building, and assisting divisions in creating a work environment that fosters the development of high-functioning teams.
Human Resources
+ Provide expertise in human resource strategy and people management;
+ Ensure human resource plans, procedures, initiatives, communication, and execution of human resource practices are consistent and in alignment with objectives that move the agency forward;
+ Engage collaboratively to address staff concerns and suggest various approaches to solving personnel issues;
+ Responsible for short-term and long-term planning for the operation of various functions managed by Human Resources Unit staff;
+ Design and/or recommend effective leadership and employee training/development opportunities consistent with maintaining a highly talented, diverse, professional workforce;
+ Anticipate issues and develop new solutions and/ or improved processes and procedures;
+ May mediate issues by engaging management and bargaining units in conflict resolution;
+ Performs related duties as required.
Division Operations Improvement
Under the supervision of the Assistant Treasurer, this position serves as a partner on a range of complex strategic and tactical operational matters across the Management Services Division. Additionally, this role will provide advice, counsel, or instruction to supervisors and use sound judgment in making decisions and identifying opportunities for continuous improvement of Division functions.
+ Proactively analyze current work processes, plan for emerging needs, and formulate program goals and objectives;
+ Recommend areas for technological improvements and solutions to advance the Management Services Division’s business practices;
+ Develop innovative approaches to improve the efficient and effective delivery of support service functions to the agency;
+ Act in the absence of the Assistant Treasurer, as needed;
+ Perform related duties as required.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the full advanced working level in human resources management or equal employment opportunity/affirmative action or labor relations management.
NOTE: For state employees this experience is interpreted at the level of a Principal Human Resources Specialist, Human Resources Generalist 3, Equal Employment Opportunity Manager, or an Agency Labor Relations Specialist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
A law degree may be substituted for the two (2) additional years of the General Experience.
For state employees, two (2) years as a Principal Human Resources Specialist, Human Resources Generalist 3, Equal Employment Opportunity Manager, or Agency Labor Relations Specialist may be substituted for the General and Special Experience.
For state employees, one (1) year as a Human Resources Business Partner 1 or Assistant Human Resources Business Partner may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
+ Experience in a management role administering human resources functions.
+ Supervisory experience managing three (3) or more professional staff, including the application of management principles and techniques, maintaining compliance with bargaining unit contracts, and enforcing teleworking policies.
+ Experience interpreting and applying relevant state and federal laws, statutes, regulations, and bargaining unit contracts.
+ Experience applying best practices and principles of public administration.
+ Experience communicating to a diverse population and building consensus, including verbal and written communication, translating data into clear messages, and presenting information for varied audiences.
+ Experience mediating and resolving conflicts using sound judgement.
+ Experience handling confidential information with discretion, confidentiality, and a high level of professionalism.
+ Experience in detailed work requiring accuracy, a high level of productivity, prioritization, and adhering to deadlines.
+ Experience fostering a collaborative workforce culture and leading staff development initiatives.
+ Experience using Microsoft Office Suite to carry out the general administration of work.

This position is an appointed position that serves at the pleasure of the Treasurer. This position is in the unclassified service and is not covered by the terms of a collective bargaining agreement.
