The Deputy Building Commissioner will report directly to the Building Commissioner and provide technical and managerial oversight by supervising and coordinating the enforcement of state and local codes and ordinances dealing with construction, repair, alterations, or demolition of structures. The position is also responsible for technical and policy guidance to staff by preparing technical and policy reports, managing the permitting and plan review processes, and Inspections and Inspection Processes, conducting plan review, conducting inspections and site visits, and scheduling and attending meetings and consultations with customers and peer groups. The Deputy Building Commissioner provides administrative support by supervising staff, coordinating inspection and enforcement procedures, reviewing financial and budgetary data, projecting, expenditures, providing information to the Board of Building Code Appeals, recruiting, interviewing, and recommending hiring of personnel, evaluating staff, developing and disciplining staff, signing requests and requisitions, reviewing forms and coordinating purchasing activities. Assists the Building Commissioner with all duties and assignments including the Damage Assessment Program. Manages the daily operations of a facility to include staff supervision, scheduling, facility maintenance and security; develops emergency plans. Supervises, schedules, assigns and evaluates subordinates and volunteers. Demonstrated ability to effectively supervise subordinates and work in a team environment. Essential Functions + Provide direct supervision to the Inspection Team and/or Permitting Staff + Perform inspections or plan review depending on workload and specialization + Plan, develop and evaluate program objectives, service levels, revenue generation, and resource utilization + Assist with coordination work, develop plans and strategies by attending meeting with developers and personnel + Implement and prepare team goals and objectives with staff. + Supervise personnel, assign, train and evaluate staff and their workload. + Communicate with the public, contractors and developers and educate them on building code requirements. + Assist, implement and execute direction of he Damage Assessment Damage. + Assist with monitoring, educating, and train staff to achieve additional certification(s). + Work will require the ability to read and interpret building code manuals, documents and general correspondence. + Position will require ability to perform plan review for new construction, alterations, additions and swimming pools for residential and commercial properties. + Will be required to write letters, memorandums, plan review comments and reports. Education/Experience Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Required: + Minimum of five years of experience in the construction industry to include building code experience, plan review and inspections. Preferred: + At least 2 years of supervisory experience. + Bachelor’s degree in building construction, structural engineering, or a closely related area; or any equivalent combination of training and experience. Additional Information & Requirements + Valid Driver's License required. + Virginia Residential Plan Reviewer, Virginia Commercial Plan Reviewer, Certified Building Official, Special Police Officer Commission within 3 years of employment. Work Schedule: + Monday thru Friday, 8:00 am to 5:00 pm. This will be a pre-tax payroll deduction. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. + The Tuition Assistance Program is established to encourage employees toward continued self-development and education.
