Responsible for public safety for the campus, including emergency response and management. This position will provide leadership, administrative direction, and strategic planning and will be a key contributor to the Emergency Management Plan and Threat Response & Assessment Coordination. Serves a critical role in providing leadership in planning for and responding to campus emergencies and developing proactive outreach programs for a diverse community. The Deputy Chief of Police also assumes command of the department of Public Safety in the absence of the Chief of Police. * Provides leadership in the development and implementation of strategic plans for Department of Public Safety including mission and goals, assessment of short and medium range fiscal and facility’s needs, and measures of accountability. * Oversees assigned units of the department, including direct responsibility for public safety operations, professional standards, security, and support services. Manages staff, programs, and operations. Provides technical and administrative direction, monitors budgets, participates in collective bargaining, and addresses and resolves conflicts within assigned areas. * Serves as department project manager for major police programs or project initiatives. Develops and adheres to project timeline that includes facilitation of resources, and regular reporting to Chief of Police and other relevant university leaders, to meet deadlines. Evaluates program and projects after completion for effectiveness and efficiency and makes changes for optimization. * Under the direction of the Chief of Police, executes and communicates all orders and directives to department members and ensures satisfactory completion. * Coordinates the solution of personnel, fiscal, and administrative problems through daily monitoring of total department activities and emergent situations requiring prompt action or special solutions. * Plans, organizes, coordinates, directs, and evaluates activities of the Department of Public Safety; establishes goals and initiatives, and the effective utilization and deployment of resources. * Oversees the development and implementation of public safety policies, procedures, training, and strategic deployment of police officers to effectively address security issues and emergencies affecting academic and research operations. * Assists in the command and control of the Emergency Operations Center (EOC), the Emergency Management Team (EMT) and Behavioral Evaluation Threat Assessment Team (BETA). Manages the response to reports of threatening, aggressive, and violent behavior and emergency incidents. Directs and coordinates the utilization of University resources and provides an interface with the other regulatory agencies and school officials to protect the interest of the University and its employees and students. * Responds and directs operations at all major crises or disasters on campus. * Collaborates with University members to develop, communicate, and align strategic business plans to campus teams and other key stakeholders that support campus needs. * Attends and/or chairs meetings and committees related to issues of safety for the campus; acts as liaison with city, state, federal and other law enforcement agencies; represents the campus on University of Maryland system wide committees including the UMD Council of Chiefs; reviews/analyzes all law enforcement, security and investigative reports submitted by outside agencies and prepares reports or responses as appropriate. * Maintains collaborative working relations with the City of Baltimore, the Baltimore Police Department, and the Baltimore City Fire Department to facilitate overlapping jurisdictional issues. * Assists in the agency’s CALEA accreditation status and preparation for review. * Communicates with various media outlets, including print media, radio, and television media on matters of safety, as directed by the Chief of Police or University leadership. * Compiles standardized, benchmark, and other relevant data to develop and produce aggregate reports on a regular basis. Evaluates current reporting techniques and structures, data monitoring and collection, and database creation for effectiveness, and makes recommendations for continuous improvement. Develops and implements new or improved methods as determined by executive PS leadership team. * Creates and fosters a cohesive work team that works collaboratively to achieve departmental goals. Oversees the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team. * Performs other related duties as assigned. *Education:*Bachelor's degree in Criminal Justice, Police Administration or other related field; Master's degree and additional certification is preferred and can be used to substitute for relevant experience. *Experience:*Ten (10) years of experience as a full-time commissioned police officer. Requires certification by the Maryland Police Training Commission or the ability to obtain certification within six months of appointment date. Seven (7) years of related experience with at least five (5) years in specialization (higher education, urban police management, or emergency management) required. *Supervisory Experience:*Four (4) years of direct management involved in recruitment, training, and professional development of staff and directly responsible for the performance of staff. *Certification/Licensure:*Certification as a sworn Police Officer recognized by the Maryland Police Training Commission and valid Maryland Non-commercial Class C or equivalent driver's license. *Other:*Clery act designated job as campus security authorities (CSA) member and will comply with Clery Act requirements. *Knowledge, Skills, Abilities:* Thorough knowledge of position requirements. Thorough knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management.
