Deputy Chief Engineer

The Leidos Partnership for Defense Health is seeking a Deputy Chief Engineer to join our Virtual Health team, work REMOTELY and support its $4.6B single award DHMSM IDIQ contract, known as MHS GENESIS.  This highly visible program provides modernization of Electronic Health Records (EHR) capabilities for the Department of Defense, supporting nearly 10 million service members and their families worldwide. While every healthcare system is addressing quality, user experience and cost, the MHS GENESIS program has the added challenge of delivering these objectives within the DOD security environment, at the DOD’s global scale, all while supporting the Defense Health Agency (DHA)’s vision of a medically ready force ─ which is essential to our national defense.

The DHMSM Deputy Chief Engineer for Virtual Health – will support the DHMSM Program Manager and Chief Engineer in technical efforts surrounding requirements on the program associated with the Virtual Health space within the Military Health System (MHS). The Deputy Chief Engineer for Virtual Health will work closely with the Chief Engineer, Systems Engineering & Integration Lead, and Engineering Lead to create strategies, plans, and processes for the rollout and sustainment of DHMSM Virtual Health services. The Deputy Chief Engineer for Virtual Health will be a key liaison to the DHMSM PMO Virtual Health, Virtual Health product line, Systems Engineering and Baseline Assistant PMs, and supporting technical teams.

Technical subject matter expert supporting program and customer in developing and executing roadmap for integrating new virtual health capabilities into MHS ecosystem.

Provide architecture and engineering analysis of a highly complex system of systems to deploy Virtual Health capabilities through functional systems analysis, design, and integration. Advise on complex matters that require expert level knowledge of systems engineering, integration and test for effective implementation.

Provide technical leadership to design, development, integration and sustainment (break/fix) of system components and associated interfaces in pre- and post-deployment phases. Provide leadership of technical activities to stabilize system operation and ensure suitable system performance.

Manage and advise teams during complete product lifecycle to implement Virtual Health capabilities through leadership using formal specifications, data flow diagrams, and other accepted design techniques. Lead teams to estimate system capability improvement or enhancement costs and schedule associated with new Virtual Health capabilities.

Review existing Virtual Health system components and assist in making refinements, reducing operating time, improving current techniques and providing recommendations for systems improvements.

Develop plans and requirements for complex systems related to the Virtual Health systems architecture, networking, telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation. Perform functional allocation to identify required tasks and their interrelationships. Identify resources required for each task.  Review existing processes and procedures for improvements and provide recommendations to LPDH and DHMSM leadership for execution.  Support the implementation of these process and procedure improvements.
