Deputy Chief of Party (COP), Amman Urban Resilience

ICF is seeking experienced candidates for the role of Deputy Chief of Party (DCOP) for Operations with a strong background in development program management and administration for the anticipated $25-50 million, multi-year USAID Amman Urban Resilience Activity (AURA) in Jordan. The purpose of this activity is to improve local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The activity may improve data-driven policy-making, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.

Reporting to the Chief of Party (COP), the DCOP-Operations will provide high-quality management and administrative oversight of the activity’s operations in the implementation of this multi-year USAID program. The position will be full-time and based in Amman, Jordan and may involve frequent in-country travel. The DCOP will be responsible for the overall management and administrative oversight of the activity, including oversight of financial, procurement, and administrative tasks working to ensure full compliance with USAID, U.S. Government, and ICF administrative policies, guidelines, and regulations. The successful candidate will have demonstrated experience overseeing operations of a donor-funded development assistance program. 

Appointment to the position is contingent on award of the Amman Urban Resilience Activity to ICF and, if required, on USAID approval of key personnel.

What you will be doing: 

Provide high-quality leadership in the activity’s management and administration. Ensure compliance of project operations with USAID, U.S. Government, ICF Home Office, and other required administrative policies, guidelines, and regulations, as appropriate.Oversee and ensure timely consideration and delivery of administrative, compliance, financial, contracts, subcontracts, grants-under-contracts (as applicable), security, and logistical support actions of the AURA activity, including ramping up and establishing office operations for AURA.Facilitate on-boarding of local staff and consultants in line with local labor laws.Facilitate engagement of ICF short-term technical assistance (STTA) experts and experts of other partner consortium members on in-country activities.Ensure full compliance in establishing and maintaining the legal status of in-country registration during the activity period of performance.Support collaborative communication with the ICF Home Office, USAID, and other key national and local stakeholders, international partners, etc. as required in executing operational responsibilities.Support the COP in ensuring the activity’s timely and complete submission of high-quality work plans, quarterly and annual reports, monitoring and evaluation (M&E) reports, financial reports, and any other deliverables required by USAID;Oversight of program team staff supporting management, administration, and operations of this USAID program; andMentor and support the success of AURA team members.

What we need you to have (minimum qualifications):  

Advanced degree (or equivalent demonstrated through professional experience) in a relevant field (e.g., business administration, financial administration, accounting, etc.).7+ years of progressive senior management, administrative, and/or financial management experience on USAID programs of similar size and complexity is required.7+ years of relevant experience working in Jordan and/or other countries in the Middle East or North Africa in urban climate resilience, and program management especially with donor-funded activities.

What we would like you to have: 

Management experience on USAID programs of similar size and complexity, as well as experience with USAID activity management, Agency policies, regulations, and financial management and reporting requirements are key strengths.5+ years of experience building partnerships with applicable national and local government agencies, legal and administrative service providers, and others as applicable.Advanced interpersonal, management, problem-solving, and analytical skills, as well as exceptional capabilities in verbal and written communications.Fluency in English and Arabic.
