Position
Summary:
Palladium is seeking a
Deputy Chief of Party (DCOP) for an anticipated 5-year USAID-funded Pakistan Flagship Tuberculosis (TB) Activity. The activity will focus on increasing universal access to TB prevention,
diagnosis and treatment, improving programmatic management of
Multidrug-Resistant TB, building diagnostic capacity, and strengthening the
national and provincial TB programs’ capacity for sustainability. It will be
implemented at the national level, and
in Sindh and Punjab provinces.
The DCOP
will work closely with the activity’s Chief of Party (COP) to provide
overall leadership and management of the project including meeting the
project’s technical objectives, harmonizing activities across the program,
program staff, partnering agreements, maintaining good working
relationships with the national and provincial governments and local partners,
managing client reporting, and ensuring high-quality service delivery. The DCOP
will lead technical strategy and direction of project activities in compliance with USAID and Palladium rules
and regulations and will serve as Acting COP in the COP’s absence.

Reporting Lines:
This
position will report to the activity’s COP with a dual reporting line to
Palladium’s Infectious Diseases lead. It will be based in Islamabad with
frequent travel to Sindh and Punjab.
Primary Roles and Responsibilities:
Support the COP with technical direction, oversight and quality control for all program activities and interventions to ensure integration, coordination, and collaboration across all result areas.Provide technical and programmatic guidance and support for project activities and budget oversight. Assist the COP in creating and maintaining good working relationships with USAID, Government of Pakistan including the provincial and national health departments especially the TB control programs, as well as implementing partners and other TB stakeholders. They will serve as the direct link with USAID in the absence of the COP.Provide functional guidance to project staff, consortium partners, and stakeholders to ensure deliverables are met within timelines and budgets as needed.Provide support and guidance to ensure that project work plan activities are conducted as planned, targets and technical requirements are met, and deliverables completed in accordance with donor requirements, and adhere to the national guidelines and project standard operating procedures.Manage the technical team ensuring close coordination and collaboration between the project’s work streams and partner organizations and ensure regular engagement with relevant technical specialists, including thematic team meetings within the project as well as with the mission and the respective governments.Promote sustainability of project activities through effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and civil society organizations.Provide analytical and evaluative techniques to identify, consider and resolve issues or problems.Ensure that routine project data is consistently analyzed, visualized, and utilized for program improvement, project progress tracking, and informed decision-making.Work with the COP and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.Support the COP in assessing implementing partners’ capacity strengthening needs and in effective planning, implementation, and monitoring of capacity strengthening activities.Organize and support project trainings, conferences, workshops, and meetings as needed.Represent the project at associations, conferences, and symposia as required.Prepare project reports, presentations and white papers as required.Other duties as requested.
Required
Qualifications and Competencies:
An advanced degree in a relevant field of study, (e.g. medicine, public health, epidemiology, etc.).Minimum ten years’ technical leadership experience in public health, health system strengthening, and communicable disease control programs in Pakistan, as well as a thorough understanding of TB and related government policies and regulations in Pakistan.Demonstrated experience of at least ten years managing and implementing large-scale USAID and other donor-funded health projects in complex settings, with a focus on collaboration with government counterparts, international donors, the private sector and local organizations. Experience implementing TB control programs preferred.Demonstrated experience working with the National Health Ministry and the Sindh and Punjab health departments including the TB control programs.Demonstrated knowledge and experience with USAID contract management, policies, procedures, regulations and reporting requirements, including prior experience in a team lead or other management/leadership role on a USAID funded project.Proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.Ability to respond and adapt quickly to changing requirements and competing demands.Strong strategic planning, management, supervision, and budgeting skills.Written and spoken fluency in Urdu and English; working knowledge of Punjabi and/or Sindhi preferred.Ability to travel nationally.
