**1.** **Background**
DAI seeks a Deputy Chief of Party (DCOP) for an upcoming USAID-funded opportunity in Madagascar entitled Sustainable Food Entrepreneurship. This new activity will focus within the Feed the Future Zone of Influence (ZOI), specifically within the ZOI in Anosy, Androy, and Toliara, and will layer with other donors and USAID projects, particularly Harena, USDA Food for Progress, Harena, Riake, and Rano WASH. The activity will have two components:
1. **Increasing sustainable production of diverse and nutritious foods:** addressing the low productivity and vulnerability of local food crops, livestock, and fisheries, increasing food security and strengthening value chains by focusing on a diversified, climate-sensitive approach; and
**2.** **Strengthening resilient market systems:** strengthening the private sector and entrepreneurship to create opportunities and build resilience of Madagascar’s food systems, and encouraging, facilitating, and mobilizing private sector investment and financial services to micro, small, and medium enterprises (MSMEs).
**2.** **Position Purpose**
The Deputy Chief of Party (DCOP) will assist the Chief of Party (COP) in the overall management of the various technical components of the activity. S/he must ensure that activity components are results-oriented, that deliverables are high quality, and that reporting is relevant and timely. The DCOP will support coordination with USAID, other implementing partners, other donors, counterparts, and other key stakeholders, and guide the technical staff towards achieving the project’s results while maintaining the day-to-day operational oversight and administration of the project. The DCOP will provide lead oversight for the technical and operational aspects of the project in the absence of the COP.
**3.** **KEy Duties & Responsibilities**
+ Oversees day-to-day direction, management, and coordination of all technical activities.
+ Provide direct supervision and leadership for assigned personnel, and manage, motivate, and guide senior managers and technical experts.
+ Provide oversight of activity design and implementation activities – ensuring appropriate design, procedurally correct development, sound implementation, active monitoring and evaluation, and timely activity completion. Closely monitor activity schedule, cost and quality issues.
+ Serve as the lead in ensuring technical activity spending projections are accurate, ensuring technical teams are held accountable to activity budgets and spending, ensuring effective collaboration and communication between finance, operations, and technical teams, aligning project activities within the budget.
+ Support the COP in preparation of annual and activity work plans as set forth in the project design, contract and deliverables schedule.
+ Serve as a significant liaison for technical issues with USAID, other implementing partners and contractors, other donors, and any other key stakeholders as required by implementation requirements and agreed upon with COP.
+ Work with COP to build, maintain, and oversee relationships with key counterparts, including but not limited to collaborating partners and donors.
+ Assists the Chief of Party in addressing USAID comments on deliverables to facilitate approval of deliverables.
+ Ensure weekly, quarterly, annual, and any required reports are developed and in a timely and quality manner.
+ Ensure that project deliverables are technically sound, of highest quality, delivered on time, and meet specifications as set forth by the client, contract, and/or the COP.
+ Serve as liaison with DAI’s Home Office on technical project management issues and maintain regular communication with Home Office project team.
+ Act as COP during any COP absence.
**4. Minimum Qualifications**
+ A master’s degree in agriculture, natural resource management, environmental policy, or a related field is required.
+ At least 10 years of professional experience managing and implementing relevant, complex international development programs.
+ At least 7 years of experience with successful implementation of food security, sustainable agriculture, agribusiness, and/or agricultural value chains and market systems programs.
+ Demonstrated leadership and management experience at a level commensurate with DCOP or activity/program manager; experience managing dispersed teams highly preferred.
+ Proven ability to supervise multi-disciplinary team and manage multi-disciplinary activities.
+ Demonstrated experience leading and managing donor-funded international development projects in sub-Saharan Africa; experience in Madagascar is preferred.
+ Strong relationships with a variety of stakeholders including donors, private sector actors, government entities, NGOs and community-based organizations (CBOs).
+ Demonstrated understanding of challenges and opportunities in Madagascar regarding diverse and nutritious food production; vulnerabilities of local crops, livestock and fisheries; sustainable agricultural practices and natural resource management; local agro-processing; value chains for climate-resilient staples; private sector investment; and financial support for MSMEs.
+ Professional-level oral and written fluency in English and French required; professional-level oral and written fluency in Malagasy highly preferred.
