Deputy Chief Operations Officer

Key Responsibilities:

Provide support to and close partnership with the Deputy Laboratory Directory for Operations and Chief Operations Officer in the leadership of a 1,300-person organization charged with managing a varied set of operations units including:  Business and Information Systems, Finance, Procurement, Legal, Project Management, Facilities and Infrastructure, Environmental Safety and Health, Communications, Counterintelligence, Physical and Cyber Security, and Human Resources.

Help develop and implement strategic plans and leads laboratory-wide project teams to meet strategic goals and objectives.  Partner with the programmatic areas of the laboratory to provide world class operations support of the Laboratory’s scientific mission. Work closely with Chief Operating Officers in Argonne’s Science and Technology Directorates to effectively roll out operational initiatives and resolve issues.

Responsible for engaging stakeholders, defining requirements and implementing laboratory-wide programs.  Acts on behalf of the Deputy Laboratory Directory and COO in their absence and is a delegate for authorized approvals.  Develops initiatives and encourages innovation and continuous improvement throughout the laboratory and in conjunction with other national laboratories.

In addition to providing support for the Chief Operations Officer in managing all Lab Operations, the Deputy COO also directly manages the Quality, Performance Management sand Events Analysis teams.  This group of 3 managers and approximately 20 individual contributors oversee Argonne’s contractor assurance, quality, and incidents investigation and issues management programs.

Develop and maintain relationships with Department of Energy, University of Chicago and various other stakeholders in the formulation of crosscutting programs, initiatives and solutions. Possess the ability to listen and consult with a wide range of stakeholders and recognize and resolve operational issues of the Laboratory through multi-disciplinary teams that crosscut the Laboratory.

Support and help advocate talent management strategies; uphold and demonstrate Argonne’s Core values: Impact, Safety, Respect, Integrity and Teamwork.

Position Requirements

Strong skills in the areas of leadership, management, relationship building, communications and strategic planning.

Experience in budget analysis, preparation and stewardship.

Ability to critically evaluate and provide an integrated and comprehensive assessments and risk mitigation strategies of operational issues.

Excellent interpersonal skills demonstrating flexibility and adaptability.

Considerable skill in independently carrying out delegated authority with a minimum of instruction, including skill in judgment, discretion and decision making.

Ability to thrive in a dynamic work setting leveraging skills in team building, time management, resource management, communication management and cost management.

Demonstrated ability to lead through influence and deliver measurable results (increased awareness, higher customer satisfaction, increased engagement, etc.).

Successful project management experience handling substantial, cross functional and mission critical projects.

Significant experience with typical Laboratory Operations functions such as safety, security, legal, finance, procurement, facilities, human resources, information technology and contractor assurance.

Ability to balance and provide guidance on DOE regulatory and policy requirements in a manner that mitigates institutional risk yet provides flexibility to achieve the Lab’s scientific mission.

Knowledge of Argonne Lab operations, the DOE national laboratory environment and the Department of Energy, highly preferred.

To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship and currently hold an active "Q" or Top Secret security clearance, which is required to comply with federal regulations and contract.

This level of knowledge and skill would be achieved through advanced formal education at the master’s level or above or a demonstrated via equivalent work experience.

The expected hiring range for this position is $272,799.00 - $430,435.98.
