Deputy Chief (Procurement)
Summary The Deputy Chief (Procurement) position is in the Department of Administrative Services (DAS), Acquisition Management Office (AMO). AMO is responsible for executing the judiciary's procurement program by providing acquisition program management and oversight, acquisition policy guidance and support, and conducting procurement activities on behalf of the AO and federal Judiciary organizations nationwide. Responsibilities The Administrative Office of the U.S. Courts (AO) is seeking an exceptional leader to serve as the Deputy Procurement Executive in the Department of Administrative Services, Acquisition Management Office (AMO). The incumbent will serve as a thought leader in procurement and acquisition management and will support the Judiciary Procurement Executive by providing executive leadership in the execution of a broad range of policy, advisory, and operational services directly supporting procurement and acquisition activities at the AO and Judiciary organizations located nationwide. The duties of the Deputy Chief (Procurement) include, but are not limited to: Serving as the direct supervisor of the Chief of the Procurement Management Division (PMD) and Chief of the Acquisition Policy and Training Division (APTD). Leading and overseeing the work of a diverse staff consisting of government employees and contractor staff. Ensuring the judiciary's procurement activities are in accordance with the laws, regulations, and policies governing the federal Judiciary. Making recommendations on administrative matters such as customer support and engagement, organizational structure, personnel matters, budget and staffing resource distribution, improved methods of operation, and policy development and implementation. Serving as the Procurement Executive's designee at meetings, working groups, advisory councils, and other governance bodies. Serving as a principal representative of AMO to customers within the AO, contractors, and judiciary organization nationwide on a wide range of issues. Leading or participating in meetings with judiciary staff or contractors on a wide range of issues as an authoritative contracting representative of the AO. Developing briefings, acquisition updates, and status reports for presentation to the Procurement Executive and to other senior officials. Delivering presentations, conducting training, and providing consultation to judiciary personnel locally or judiciary organizations and conferences nationwide. Conducting special analytical studies of acquisition programs and contracting vehicles. Maintaining abreast of current, pending, and new legislation relevant to federal government procurement to ensure the Judiciary's policies and procedures remain relevant and in compliance. Advising on the need for development of new acquisition policies and revisions in response to changes in legislation, program strategy, or other drivers, both internal and external. Overseeing the AO's contracting officer and contracting officer's representative certification programs, and the delegation of procurement authority. Ensuring AMO's provision of best-in-class customer service in the administration of procurement and acquisition services to the judiciary's stakeholders. Qualifications Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows: Leading a procurement function, leading a staff of contract professionals, leading procurement programs, or leading the development of acquisition policies of significant impact. Executing or supporting a broad range of advisory, operational, or policy services for procurement-related functions or programs. Applicants with the following certificates are highly desirable: Federal Acquisition Certification in Contracting (FAC-C) Professional is preferred. Applicants who completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023, and those having achieved Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III will be most competitive for this position. Applicants holding holding Industry certifications based on National Contract Management Association's (NCMA) Contract Management Standardâ„¢ Publication will be considered competitive for this position also. Demonstrated experience leading a large, complex, or geographically dispersed acquisition-related function or organization for the conduct of acquisitions and procurement and or the development of acquisition policy and procedures applicable to a program, organization, or procurement system. Demonstrated experience developing and implementing acquisition policies with national or international scope and impact. Demonstrated experience managing and negotiating consensus with senior levels of industry and government on complex issues related to the acquisition of information technology, services, and or construction. Demonstrated experience creating, leading, and or participating in acquisition-related governance structures or bodies chartered to manage and address, at a senior level, issues, challenges, or changes in the legal or regulatory arena or otherwise, that intersect with or impact government agency acquisitions of information technology, services, and or construction. Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). Education In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level. Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
