Design and implement integrated financial operations and reporting tools and processes.Ensure that priorities, strategies, and action plans are clearly established and communicated.Drive business process improvement initiatives and foster coordination and communication across AF, DDS units, and external agencies.Leverage collaborative problem-solving to maximize the effectiveness of Commissioner and EOHHS initiatives.Assess current business processes, pinpoint best practices, and propose enhancement opportunities.Lead office project management activities and monitor project completion prior to presentation to the Commissioner.Prepare comprehensive written and verbal communications for the Commissioner.Guide cost savings initiatives, oversee financial operations reporting, and manage IT systems to drive modernization.Manage and supervise senior staff within the Office of Administration and Finance while ensuring efficient agency operations through robust policy guidance for budget and control processes.Develop systems to improve the management and tracking of contract services by establishing performance measures and standards.Ensure proper implementation of procurement processes and management controls.Oversee the Director of Capital Planning and Facilities Management by directing administrative policies, procedures, and commodities and services contract procurement processes.Supervise the Waiver Management Unit and offer guidance on delegated benefit issuance, reconciliation, and accounting processes.Oversee the Human Resources Liaison and guide HR operations by ensuring proper implementation of administrative policies and procedures and by evaluating and enhancing communication strategies with the Commissioner and senior staff.Advise the Commissioner on strategic, policy, program, financial, operational, and service provision issues; represent the Commissioner on workgroups and special projects.Preferred Qualifications:

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
