Summary This is a Tier 1 Position. Salary for Tier 1 positions in Army are normally between $193,819 and $204,000 Responsibilities The Criminal Investigation Division (CID) Deputy Director assists the Director in the development of policy on DA jurisdiction for the investigation of major criminal offenses. Directs the negotiation of and finalizes delimitation agreements with other federal, state, and local law enforcement organizations. Determines policy for the conduct of criminal investigative matters between DA and federal, state, local, and foreign law enforcement and security agencies. The Deputy Director, CID develops and recommends to the Director guidelines and investigative policy and operating procedures for all aspects of a global felony-level criminal investigation organization and criminal intelligence collection and analysis. Reviews and recommends to the Director the scope of policy for and evaluates the effectiveness of special programs such as the polygraph examinations, the operation of a certified forensic science laboratory and biometrics operations, major cybercrime and procurement fraud investigation, protective services for designated U.S. high risk personnel, and surveys to determine the vulnerability of Army activities to criminal activity and/or terrorist threats. Provides oversight to ensure CID is operating consistent with federal law enforcement industry standards. Creates and maintains relationships with leaders of other federal, state, and local law enforcement agencies. Interacts with Professional Staff Members of Congress. Assists the Director in managing a workforce of 3100 Soldiers and civilians and an annual operating budget of approximately $400 million excluding military salary). Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence and senior leadership effectiveness for contribution to the execution of the CID mission. Serves under the direction of the Director, CID and directly supervises 27 personnel at the O-6/GS-15 levels. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must sign a mobility agreement. You must be able to obtain/maintain the appropriate clearance and access level for this position. This is a Special Sensitive position. The work of this position requires the incumbent to obtain and maintain a TOP SECRET security clearance and Sensitive Compartmented Information access level. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to SRC covered position. The position is required to qualify with a weapon, possess and maintain a valid driver's license and is subject to the Lautenberg Amendment. This position is identified as a KEY ESSENTIAL position which cannot be vacated during a national emergency. One year trial/probationary period may be required. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. This position requires you to submit a Public Financial Disclosure Report. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. Incumbent must meet medical/physical requirements. Incumbent may plan and participate in Protective Service Missions, undercover functions such as surveillance and sting operations. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Incumbent must possess sufficiently good vision, with or without glasses in order that they may perform the duties satisfactorily. Since the duties of the position are exacting and responsible, and involve activities under trying conditions, incumbent must possess emotional and mental stability. Any physical condition, which would cause the applicant to be a hazard to himself or to others, will disqualify him/her for appointment. Qualifications **To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: Knowledge of criminal investigative policies, techniques, methods, procedures and jurisdictions in order to provide executive leadership over a wide range of complex and highly sensitive criminal investigations and operations, as well as other supporting technical investigative efforts.
