Responsibilities The Federal Energy Regulatory Commission, or Commission, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. The Commission also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Commission is seeking an experienced senior level executive to serve as the Deputy Director in the Office of Energy Policy and Innovation (OEPI). In this role, you will support and assist the Director in providing vision and leadership in the examination, development and implementation of energy policy affecting infrastructure and wholesale energy markets under FERC's jurisdiction; and for fulfilling the goals of the Commission's strategic plan by identifying and building consensus on issues affecting the functioning of the FERC-jurisdictional markets. As Deputy Director, you will work to ensure non-discriminatory access in FERC-jurisdictional rules and tariffs for new technologies and just and reasonable rates for customers. You will work directly with the energy industry, governmental bodies, and other stakeholders to: enhance the nation's energy infrastructure necessary to provide reliable and affordable power to customers; enhance and maintain competitive markets; remove barriers that inhibit participation of all technologies in FERC-jurisdictional markets; monitor energy markets jurisdictional to FERC; and ensure the Commission fulfills its statutory requirements. You will create a work environment conducive to managing a diverse, highly-skilled, professional staff in the development of innovative policy recommendations for Commission consideration. Under overall guidance of the Director, the Deputy: Provides vision and leadership in the examination, development, and implementation of energy policy to address emerging issues and technologies that impact energy infrastructure and the energy markets jurisdictional to the Commission. Works as a team with other senior leaders and their respective staffs to support the Commission’s mission and fulfill substantive and managerial responsibilities. Develops OEPI’s mission and vision statements, goals, strategic plans; and supports the development of FERC’s strategic plan. Major Duties: Initiates and leads the evaluation and analysis of existing energy policies and regulations, and develops new policies and regulations to address current and emerging energy issues. Efforts result in recommendations to the Commission which may lead to development of policy statements, rulemakings, orders, reports, or technical conferences. Scope of jurisdictional matters include those arising under the Federal Power Act, the Public Utility Regulatory Policies Act, the Public Utility Holding Company Act, the Natural Gas Act, the Natural Gas Policy Act, and other major energy legislation. Implements initiatives promoting and enhancing competitive markets and conducts examination and interpretation of elements critical to maintaining competitive markets, including market design and market rules. Assesses and implements initiatives that promote cost-effective and infrastructure necessary to maintain reliability, including transmission, pipeline, and new technology solutions. Examines the interaction between the electric and natural gas industries to identify and implement improvements that support reliable and affordable delivery of power to customers. Participates in the Office's interactions with Congress by: overseeing the substantive development and completion of Congressionally-mandated reports; contributing to the analysis of proposed legislation; preparing Congressional budget requests; and representing the Commission in Congressional committee meetings and in meetings with other agencies and affected interest groups for the purpose of explaining the Commission's policies and decisions. Promotes collaboration, communication, and coordination among all Commission offices on matters before the Commission. Establishes effective collaborative teams and promotes teaming among diverse professional disciplines, including engineers, economists, accountants, attorneys, and energy industry analysts, at the Commission to promote and enhance competitive markets and fulfill the Commission’s statutory duties under the Natural Gas Act, Federal Power Act, and other relevant statutes. Mentors office staff by: providing regular office-wide meetings to discuss emerging issues and one-on-one "how to" training; and identifying and arranging the necessary professional training. Ensures the timely completion of all administrative and business requirements, including the business plan, human capital plan, strategic plan, budget administration, contract requirements, computer, and other IT needs. Requirements Conditions of Employment Must be a U.S. Citizen or National. Must meet specialized experience. One year probationary period may be required. A background investigation is required. Qualifications To qualify for this position, you must address the following Mandatory Technical Qualifications questions. Mandatory Technical Qualifications: 1. Demonstrated expert understanding of one or more of the following areas: (i) wholesale energy, capacity and ancillary services markets operated by Regional Transmission Organizations (RTOs)/Independent System Operators (ISOs); (ii) FERC-jurisdictional electric transmission ratemaking; (iii) regional and interregional electric transmission planning; (iv) interstate natural gas pipeline operations and services. 2. Demonstrated, through examples, experience using legal, economic, and technical knowledge of FERC-jurisdictional markets and services, and of FERC statutes, rules and regulations, policies, and precedents (e.g., Order Nos. 1920, 2023, 1000, 636, 888) to develop legal and policy positions. 3. Demonstrated ability to quickly identify and concisely and logically frame complex economic, technical, legal and policy issues arising in the energy industry. 4. Demonstrated ability to successfully accomplish in a timely manner all the administrative and business requirements of an organization, including identifying and meeting human capital and resource needs, and developing and executing strategic plans and budgets. For this position, specialized experience is defined as: You must have specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. This level of experience must demonstrate progressively responsible experience in the leadership/executive and technical areas.
