As a Deputy Director your will serve as the Deputy Director of Iowa Workforce Development (IWD) and provide primary oversight of the 5 agency divisions: American Job Center Division/IowaWorks The American Job Center (AJC) Division consists of 15 American Job Centers, 4 satellite offices, and 7 expansion office that provide access to workforce service across the state. AJC Division also includes the Office of Veterans Services and Re-Entry Services. The Deputy Director will oversee the Division Administrator and ensure these field offices, with approximately 220 staff members, follow the US Department of Labor standards and regulations, and provide services to customers at a consistent high level. Business Engagement Division The Business Engagement Division consists of: + Business Engagement Specialists. + Registered Apprenticeship. + 260 E, F, and G Programs. + Internships. + Future Ready Iowa. The Deputy Director will oversee the Division Administrator and approximately 20 staff members to ensure that all programs align with state and federal requirements while providing consistently high customer service to employers. Workforce Services Division The Workforce Services Division administers the policy, compliance and performance reporting for state and federal job training programs, worker dislocation programs, and grants for public employment service programs. The Deputy Director will oversee the Division Administrator and ensure the Division's approximately 100 staff members follow U.S. Department of Labor standards and regulations and meet Workforce Innovation and Opportunity Act (WIOA) compliance standards. Labor Market Information Division The Labor Market Information Division provides labor force data information, statistics, and research on Iowa's labor pool and economy. The Deputy Director will oversee the Division Administrator and approximately 20 staff members to ensure that all programs and services align with state and federal requirements while providing consistently high customer service to all stakeholders. Unemployment Insurance Division The Unemployment Insurance Division provides access to unemployment benefits to customers across the state, while also providing critical services to employers and maintaining the integrity of the unemployment system. The Deputy Director will oversee the Division Administrator and approximately 170 staff members to ensure the Division follows U.S. Department of Labor compliance standards and regulations. As the Deputy Director you will coordinate with the Director of Vocational Rehabilitation Services at Iowa Workforce Development to help ensure that Vocational Rehabilitation Services provide expert, individualized services to Iowans with disabilities so they can achieve their independence through successful employment and economic support. The Deputy Director will ensure that the Vocational Rehabilitation Services Division (overseen by one division administrator, two PSM2s, and approximately 200 staff) are fully supported as needed with available resources from the American Job Center Division, the Business Engagement Division, the Workforce Services Division, the Labor Market Information Division, and the Unemployment Insurance Division. In the role of Deputy Director, you will serve as ambassador for the agency, including giving presentations, taking meetings and promoting agency agenda. Create consensus with stakeholders, including business, business organizations, legislators, the Governor's Office, labor groups, non-profit organizations, state board meetings, senior management, state agencies, national workforce organizations, and USDOL representatives. The Deputy Director will be available to respond to legislative, business, and constituent concerns and questions as they arise. Projects as assigned by the Director. Travel required as needed. Essential functions: + Effectively communicate agency’s mission and vision. + Formulate solutions to issues and anticipate agency’s needs. + Skilled in developing and managing complex budgets, and the ability to allocate resources to achieve objectives, and goals, manage expenditures to achieve results. + Provide support to the Director. + Establish policy and procedures, suggest administrative rule changes, ensure compliance with federal and state requirements. + Experience in leading high-performing teams, including managing employees involved in complex and diverse program areas. + Understanding of workforce programs sufficiently to lead program and policy discussions with internal and external stakeholders. Seven years of full-time management/executive-level work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in public administration, business administration, or a related field equals one year of full-time experience. 3) Current, continuous experience in the state executive branch that includes experience equal to one year of full-time work as a Public Service Executive or comparable management-level position. 4) Current, continuous experience in the state executive branch that includes experience equal to two years of full-time work as a Public Service Manager 2 or comparable management-level position.
