Deputy Director
This position the Deputy Director of the Construction and Facilities Management Office within the Department of Military Affairs, and is responsible for providing direct management support to the Construction and Facilities Management Officer (CFMO). Responsibilities also include directing, planning, budgeting, administrative management, policy development, personnel management, communications management and coordination, and providing leadership and direction for Division operations and activities. This position directly and indirectly manages State and Federal personnel within the Construction and Facilities Management Office. Serves as principal advisor and action officer on all proposed ARNG construction, maintenance, and facilities management plans. Responsible for developing, maintaining, and coordinating the state’s Real Property Master Plan (RPMP), ARNG Energy Plans, Long Range Construction Plan (LRCP), State and Federal Capital Plans, and Facilities Life Cycle Plan (FLCP). *Duties:* * Direct and manage the overall integration of business activities with the mission of the Department. * Authorize, determine, and manage the overall direction for strategic initiatives of the Division. * Propose, plan, and present the Division’s budgets, projects, and other statutory changes to legislators during legislative sessions and to legislative subcommittees. * Responsible for top-level decisions for the Division’s strategy, business proposals, emergencies, business issues, and other initiatives. * Determine and authorize significant business projects, functions, and programs integrating with the mission of the agency involving external entities such as counties, tribal and local governments and others. * Consider past, present, and future business needs, projects, functions, and programs to identify opportunities and make changes to long-term plans integrating with the mission of the agency. * Authorize and direct the implementation of policies, standards, and procedures for the Division’s work. /Must have demonstrated the ability to work with, and engage in, diverse working environments within and outside of the Department of Military Affairs./ *Minimum Qualifications (Education and Experience):* * Bachelor's degree in public administration; business administration with an emphasis in management and leadership; finance; accounting; architecture; engineering; environmental sciences; construction technology, or a related field. * Five (5) years of progressively responsible and related experience including program administration, resource planning, and supervisory experience * Three (3) years of senior-level management experience. * Other combinations of education and experience may be considered *Preferred:* * Experience in construction project management, contract administration, and budgeting * Master's degree in above listed or similar field. *Required Knowledge, Skills and Abilities:* * Advanced knowledge of the concepts and theories of public administration, budget, and fiscal management, organizational theory, strategic planning, and facility operation and management. * Requires knowledge of construction principles, contract administration, procurement, energy management and conservation. * Must become familiar with the functions and operations of the National Guard Bureau, and state and federal legislative processes. * Supervisory responsibilities require experience in personnel management practices and knowledge of applicable state and federal personnel procedures and policies; employment law; program requirements. * Analyzing conflicting information, developing strategies and solutions on agency-wide basis, interpret and apply state and federal intent on statutes and regulations, and establishing sound organizational structures and operational models to implement programs and fulfill objectives. * Requires leadership, delegation, and negotiation skills and abilities; possess strong written and verbal communication; and may serve as agency representative to various audiences. *Special Requirements:* * Must be able to pass a background check * Must have a valid driver’s license * To be considered for this position, submit a state of Montana application and attach your cover letter.*Be sure to mark each attachment as relevant. * *This position is open until it is filled.
