Deputy Director-Contracting Services

 

MIT Lincoln Laboratory (MIT LL) is a Federally-Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. Position Description

 

The Contracting Services Department is seeking a Deputy Director of Contracting to provide leadership, direction, and management of acquisition and logistics personnel. As a senior leader reporting to the Director of Contracting, the Deputy will supervise and guide multiple Senior Managers performing procurement and logistics functions, including research and development, commercial and non-commercial services, facilities/construction, stockrooms, and shipping/receiving. The Deputy will assist the Director of Contracting with strategic leadership, management, oversight, and direction for an organization of approximately one hundred staff. This position will work in close partnership with another Deputy, whose duties include oversight of the Laboratory’s main DoD contract, along with multiple other contracts and agreements, The successful candidate will have high visibility across the entire laboratory and have a key role with senior Laboratory personnel in conducting educational seminars, developing risk-based acquisition strategies, executing subcontracting practices to meet customer needs, and aiding the Laboratory’s research and management personnel in executing the Laboratory’s critical mission for the Department of Defense and other government and commercial customers. This role will frequently provide data to, engage with, and interact with U.S. Government oversight functions, audit offices, and other external parties, as well as interact with MIT’s main campus procurement and financial teams.

 

Essential Functions

 

Serve as leader in a contracting department at a dynamic research organization supporting the Department of Defense and multiple other agencies Empower the Laboratory’s mission to transfer technology to both government and commercial partners Actively monitor and implement acquisition policy Stay informed of contractual and public policy changes and requirements, as well as provide recommendations on implementation of the changes and requirements Ensure process compliance with prime contract requirements, FAR/DFARS regulations and MIT/Laboratory policies Monitor and manage organizational and individual performance metrics to assess effectiveness Identify innovative solutions to optimize the organization’s effectiveness and efficiency Oversee teams that conduct purchasing operations Assist in the acquisition planning and negotiation of complex Purchase Orders and Subcontracts, including assisting research personnel in developing risk-based acquisition strategies Performs as a key role model to guide, mentor, and train junior and senior staff

 

Minimum Qualifications

 

15 years minimum, 20 years desired experience in progressively relevant work experience, with significant supervisory and managerial experience 10 years of experience related to the award and management of Purchase Orders, Subcontracts, and other legal agreements supporting the DoD or DoD contracts Experience in contracts supporting construction/facilities, research and development, and services Comprehensive knowledge of TINA, CAS, CPSR, FAR/DFARS and CPFF subcontracts Experience and successful record of process improvement implementations Demonstrated effectiveness leading and motivating teams to achieve favorable results Experience and successful record of staff development and mentoring Strong verbal, written communication, and decision making skills Demonstrated success solving complex acquisition and contracting problems, to include developing acquisition strategies based on risk and applying appropriate contract types and incentives Demonstrated effectiveness interacting with U.S. Government acquisition and contracting personnel Minimum Bachelor Degree in relevant business field of study, Master’s degree highly desired Ability to obtain and maintain a government security clearance up to TS/SCI

 

Preferred Qualifications

 

Master’s degree in relevant field Professional contracting certification, such as National Contract Management Association certification or certification through the Defense Acquisition Workforce Improvement Act Acquisition experience awarding or under United States Air Force prime contracts Acquisition experience at a college or university, Federally Funded Research and Development Center, or University Affiliated Research Center
