This position serves at the pleasure of the Commissioner of OPWDD. The OPWDD operates 5 Regional Field Offices throughout New York State. Each Regional Field Office (RFO) is responsible for the planning and oversight of a comprehensive and integrated system of person-centered services, supports and advocacy for persons with developmental disabilities. The RFO Deputy Directors, along with the regional office staff, will work with families, providers, and individuals in creating a responsive, accessible service system that provides choice and flexibility. Generally, the Deputy Director will be responsible for the development of supports and services and provide performance measurements for continuous quality improvement. Driven by the mission, vision, and values of OPWDD, the Deputy Director will work in partnership with not-for-profit service providers to achieve high quality performance in meeting the needs of the Region’s citizens with developmental disabilities and their families. As one of the Commissioner’s representatives in the region, the Deputy Director promotes the Commissioner’s vision of improving our system of services by strengthening our workforce, transforming our system through innovation and change and enhancing person centered supports. This leadership position within the RFO will require flexibility which provides oversight to the nine units that make up the RFO: Eligibility, Front Door, Waiver, Self-Direction, Development, Housing, Fiscal, Crisis and QMTA. When needed assignment of units may shift to meet the demands of the Regional Field Office to achieve their goals. The Deputy Director is responsible for coordinating and overseeing ongoing services and supports delivered by the Region, and by the state’s not-for profit partners. The Deputy Director is also responsible for identifying and advancing regional priorities while implementing statewide policies and strategies. In partnership with our voluntary service providers, the Deputy Director will promote innovative, individualized, community-based solutions that will empower individuals with developmental disabilities to live richer lives. Additionally, as an integral member of the OPWDD Leadership Team, the Deputy Director will collaborate in the development of enterprise solutions and consistency throughout the state in strategic core business operations.More specifically, this Deputy Director position will have a unique role across both regions 3 and 4, overseeing the Quality Management and Technical Assistance (QMTA) and Development units in both regions. This Deputy Director will be responsible to assist with the development of consistent practices, procedures, trackers and reporting systems while ensuring quality is at the highest standard. The Deputy Director will evaluate the tracking systems used by the different regions and develop a standardize tracking system that could be used statewide. QMTA is a tool that the Director’s will be using to evaluate the quality, develop a regional management indicator report to track quality, productivity, and to support decision making. QMTA unit is multi-faceted and engaged on various levels with multiple stakeholders. The QMTA lead is responsible for facilitating the QRT in the region. We would look to this Deputy Director to align best practices and provide recommendations for efficiencies. The team in these regions supports the majority of individuals who are Willowbrook class members. The responsibility of understanding and supporting the team on permanent injunction is essential. While the QMTA is being stood up in both regions and are at different points of implementation it is expected that the Deputy Director work closely with teams for early alignment and consistent approaches, i.e. roles and responsibilities of team members, trackers, reporting structure and ability to work across division units to gain the support of the other teams to work collaboratively with QMTA teams.The Development team is focused on the property development and Prior Property Approval process for acquisition, lease, the initiation of start-up funds, renovations, relocations, capital reinvestments, and residential reserve for replacement (RRR) upon receiving conditional support from the Director in the region. The Deputy Director will be responsible to ensure that all work done by the development team is align in both regions. While the Letter of Intent currently resides in the Development Team it is the intention that this workload be transitioned to the QMTA team. The Deputy Director will work closely with their Administrator’s and team leads to develop a process for a smooth transition. This will be shared statewide to replicate in other regions where that transition needs to occur as well.As indicated, this is a Regional Deputy Director position that will support two Regions and as with all leadership positions there may be times that unit assignments can be changed based on the needs and workload of the region/regions. This Deputy Director will be expected to engage with leadership within both regions to achieve success and be open with communication. We are looking for a positive leader that has an eye on problem solving, efficiency, and can demonstrate strong leadership skills and ability to be flexible. This Deputy Director will need to work collaboratively with their counterparts in both regions and understand the complexities and uniqueness of both regions. Travel will be required across both regions. The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. Under the general direction of the Director DDRO for Region’s 3 and 4, the Deputy Director is responsible for assisting with the direction and oversight of voluntary service provider program planning, development, technical assistance, and fiscal teams. The Deputy Director will collaborate with the other Deputy Director’s to support the work of the Regional Office. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration. OR A Bachelor's Degree in any of the disciplines listed above and five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services.
