Duties Description Reporting to the Executive Director of the Office of Cannabis Management (OCM), the Executive Deputy Director (EDD), Office of Health and Scientific Affairs (OHSA) helps oversee the Office of Cannabis Management’s clinical engagement and education for the Medical Cannabis Program, research licensing, and public health research related to the cannabis industry. The EDD of the OHSA is also responsible for supporting emergency management, adverse events, and crisis response, and maintaining data-informed public health standards for the cannabis industry. In this capacity, the EDD OHSA ensures OCM’s public health and clinical outreach programs are providing a constant flow of accurate information regarding program regulations, quality assurance testing, product safety, public health and safety requirements, and special initiatives of the Office of Cannabis Management to clinical providers, health departments, and other related stakeholders. The EDD of the OHSA also serves as a subject matter expert for internal and external audiences and as a trusted spokesperson on issues relevant to public health, laboratory testing, research, and the Medical Cannabis Program.Duties include, but are not limited to:• Provide subject matter expertise to the Board and executive staff for public health, research, and clinical matters. • Provide oversight for scientific publications and presentations as they pertain to public health, research, and clinical matters. • Advise on controversial medical treatment guidelines, as well as public health advisories (such as recalls) as they pertain to cannabis.• Develop relationships with stakeholders including but not limited to key opinion leaders, principal investigators, and patient advocacy groups to include regulatory interactions. • Work with the Cannabis Control Board, Cannabis Advisory Board, Executive Director, and Office of Cannabis Management senior staff to develop the standards and policies and procedures for protecting and promoting health and safety of medical and adult-use consumers, and for implementing scientific programming and research.• Provide oversight for Laboratory policies, provide leadership, and serve as a subject matter-expert on cannabis issues.• Present to the legislature and other stakeholders on the Office of Cannabis Management Programs.• Interpret and implement New York state cannabis laws, rules, and policies.• Develop and oversee the implementation of policies to improve cannabis programs.• Coordinate with other government agencies and private industry on compliance.• Understand and apply principles, theories, and practices of business administration including accounting, human and material resource management in organizations, sales and marketing, economics, and office information and organizing systems.• Perform the full range of supervisory responsibilities. • Perform other duties and special projects as required.
Minimum Qualifications Board Certified Physician (MD or DO) with at least 10 years of experience, including regulatory and management experience.Preferred Qualification:• At least three years of experience with cannabis therapeutics.
Additional Comments NOTE:• Travel may be required (approximately 30%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
