Responsibilities Serves as a full Deputy to the Director FMWR for a large/mega large garrison by performing a variety of duties in the short and long range planning, coordination, and daily oversight of all matters pertaining to the Directorate. Integrates plans into appropriated and NAF fund annual operating budgets. Reviews program changes and discusses changes in goals and objectives with activity managers/supervisors, ensuring objectives/goals are attainable and economically feasible. Evaluates goal achievement and program execution. Represents the Director in all matters including the coordination of programs and activities within and outside the directorate. Keeps the Director fully informed of overall accomplishments, deficiencies, and status of on-going programs and special projects assigned. Responsible for assuming the duties of the director in his/her absence. Provides technical guidance and administrative oversight through direct and indirect supervision of subordinate supervisors and employees. Exercises the full range of personnel management responsibilities. May perform other duties as assigned. Requirements Conditions of Employment Qualifications Standard Qualifications: Managerial work experience and executive knowledge and ability of the caliber described above. Highly Qualified: Prior working knowledge of DLA within at least 5 of the following areas: financial management, child and youth services, business and recreation, family programs, contracting, information technology, marketing and sponsorship, and NAF human resources. Possess at least five (5) years of experience with various DOD NAF MWR programs. Knowledge of AR-215 series or equivalent, Internal Controls and inspection criteria. Possess at least three (3) years of basic human resources background related but not limited to recruitment, retention, referrals, liaising with HR specialists, advising leadership of personnel actions, manning updates and onboarding processes of new employees. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
