WORK OBJECTIVE: WORK OBJECTIVE This position is highly responsible, professional accounting and administrative work, managing and supervising the activities of the Authority’s Treasury/Cash Management functions. This position is responsible for maintaining and analyzing NFTA and Metro cash flows and oversees the receipt of operating assistance. This position directs and supervises staff in Treasury/Cash Management and exercises independent judgment in performing detailed analysis work for the NFTA and Metro, supporting departmental accounting needs, maintaining database of overall financial information and the development of user-oriented management reports. Work is performed under the general supervision of the Director of Budget and is reviewed for conformity with department policy, by observation of results attained, fiscal reports and conferences. This position will serve as the primary backup to the Director of Budget and will provide support to the Director, working closely with staff to ensure continuity in operations and activities of the Department.
ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Manages the daily operation and administration of the Treasury/ Cash Management Department and staff to ensure adherence to quality standards, to include securing the cash office on a daily basis. • Manages operations and staff of the Money Center on a daily basis. • Evaluates, supervises, trains, disciplines, and mentors represented staff in the Treasury/Cash Management Department. • Manages and approves Treasury/Cash Management Department timecards and time off requests to ensure proper staffing levels are maintained within the department. • Monitors cash flows (e.g., prepares and maintains cash flow spreadsheets, generates daily and weekly forecasts and disbursement reports, calculates investment balances and monthly cash flow analyses; this requires constant communication with NFTA and Metro financial management personnel). • Oversees the financial administration of Metro’s Non-Union Pension Plan (e.g., monthly reconciliation of the plan). • Manages banking relationships (e.g., communicates with banks on all cash management issues; coordinates all bank account openings, changes and closings; reviews bank account analyses). • Manages, coordinates, analyzes, and oversees entire investment portfolio in accordance with the Investment Guidelines for NFTA and its subsidiaries. • Leads the planning and execution of investment strategies. • Oversees debt service management, which includes preparation and facilitation of all debt service payments. • Reviews and negotiates treasury contracts with banking institutions. • Preparation of quarterly investment reports and NYS Section 2925 report. • Prepares Treasury/Cash Management Department annual operating and capital budgets. • Analyze and prepare all monthly/quarterly reports for the audit, governance, and finance committee meetings. • Reviews financial statements provided for the Union Pension Plan (e.g., reconciles investments, accounting for employee and employer contributions, calculates investment rate of return, prepares fund records for external audit). • Administers the ordering of all Treasury/Cash Management Department supplies. • Supervises the sale of passes from Treasury/Cash Management Department. • Performs data processing related duties including using statistical packages or programs. • Identifies and recommends process improvements. • Attending conferences, seminars, webinars, or other means to continuously educate on latest banking and investment trends. • Maintains Treasury/Cash Management Department and Financial Planning and Analysis staff responsibilities for succession planning purposes. • In the absence of the Director of Budget, the Deputy Director will be designated as the backup, assuming responsibility over all Treasury/Cash Management and Financial Planning and Analysis functions and staff. • In the absence of the Coin Room Supervisor, the Deputy Director will be designated as the backup, assuming responsibility over all Coin Room functions and staff. • Performs all other duties as required.
KNOWLEDGE, SKILLS and ABILITIES: Knowledge of financial principles, practices and procedures. Knowledge of accounting and finance to analyze and interpret financial data. Knowledge of data processing and word processing equipment. Ability to analyze financial transactions and to make appropriate adjusting or original journal entries. Ability to prepare complete accounting reports and statements of considerable complexity. Ability to organize and present clear and concise oral and written reports. Ability to promote and maintain effective departmental, inter-departmental and public relations. Ability to train and communicate effectively with all levels of employees.
PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS: Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
MINIMUM QUALIFICATIONS: A Bachelor’s Degree in Accounting or Finance and three (3) years of supervisory experience in progressively responsible professional accounting work, or an equivalent combination of education, training and experience.
