We are seeking an experienced, dynamic, and creative candidate to join our leadership team as Deputy Director for Information Technology (DDIT) in the Office of Information Resources (OIR) located in Glen Burnie, Maryland. This role offers an exciting opportunity for a forward-thinking leader dedicated to enhancing customer service through innovative solutions.

+ Demonstrated experience in IT project planning, budgeting, software development, security, and data management.
+ Experience leading teams to foster an inclusive workplace, support cooperation, and facilitate constructive conflict resolution.
+ Strong relationship-building skills with internal and external business partners.
+ Experience in IT Management and strategies to pragmatically move technology from concept to implementation.
+ Focused commitment to consistently improving the end-user experience.
+ Experience with IT Service Management (ITSM, ITIL, COBIT) best practices, lean processes, and process improvement.
The Deputy Director for Information Technology will:
+ Direct and coordinate the activities of the Information Technology Management Division, overseeing major business analyses, IT, and complex projects.
+ Plan, prioritize, and schedule staffing, equipment, and funding resources to align OIR’s goals with the MDOT MVA mission.
+ Lead contractors and professional staff across business units to design, develop, and deploy complex programs and systems.
+ Apply Software Development Life Cycle (SDLC) principles for successful software project completion, from concept to maintenance.
+ Develop and implement policies and standards to manage project risks, control costs, ensure schedule adherence, and deliver effective products.
+ Recommend and implement new legislation or updates to existing legislation to enhance MVA’s customer service and operational efficiency.
+ Collaborate with MDOT divisions, state agencies, and private sector partners to advance project management, information security, and IT governance.
+ Provide project briefings to MVA and MDOT executive management, the Department of Information Technology (DOIT), and Department Budget Management (DBM), negotiating project priorities with stakeholders, including the Board of Public Works (BPW).

Qualifications
PREFERRED QUALIFICATIONS:
Education: A bachelor's degree from an accredited college or university in Computer Information Technology, Business Administration, Business Management, Management Information Systems, Computer Science or other information technology-related field to include course work in information security and project management.
Experience: Six (6) years of managing or supervising experience in information technology involving at least two (2) of the following areas: Project Management, Software Development or Business Intelligence.
Notes:
1. Applicants may substitute graduate education in computer science or in directly related fields on a year-for-year basis for up to two (2) years of the required experience.
2. Applicants may substitute additional management or supervisory experience as defined above at the rate of six months of experience for one year of education for the required college education.
3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and general experience on a year-for-year basis.
Licenses & Certifications
Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
